Kadyrov blasts Rosneft for refusal to build plant in Chechnya

The head of Chechnya, Ramzan Kadyrov, considered the refusal of Rosneft to build a bitumen plant in Chechnya "strange". Previously, the oil company proposed to build a bitumen plant instead of building an oil refinery in Grozny.

Kadyrov said that Rosneft canceled its decision to build a bitumen plant in Grozny. He wrote about this in his account on Instagram in a post dedicated to the meeting with Abubakar Edelgeriev, the chairman of the Chechen government.

"The message of Rosneft about canceling its own decision to build a bitumen plant instead of an oil refinery in Grozny looks strange as well. Now we are guaranteed only the supply of raw materials. If we knew about it earlier, we would have found an investor a long time ago", Kadyrov wrote.

Эдельгериев доложил, что на территории технопарка "Казбек" в Шалинском районе завершается строительство четырёх заводов. Посетившие республику немецкие специалисты дали высокую оценку проекту и предложили на базе технопарка построить дополнительно ещё три. Начата подготовкам ПСД. Поручил Эдельгериеву взять под личный контроль этот вопрос. Я поручил Эдельгериеву разобраться в причинах, приведших к простою некоторых ранее открытых заводов. Они уже должны были быть рентабельными и приносить доход в казну. Странным выглядит и сообщение "Роснефти" об отмене своего же решение построить в Грозном вместо НПЗ битумный завод. Теперь же нам гарантируют только поставку сырья. Если бы сразу так поставили вопрос, мы давно бы нашли инвестора. Также мы обсудили с Эдельгериевым вопросы реконструкции взлетно-посадочной полосы международного аэропорта "Грозный" и строительства дополнительной полосы. Премьер-министр доложил о готовности документации. Несомненно этот вопрос требует очень серьезного отношения и ответственного подхода. Перед нами стоит задача сделать грозненский аэропорт одним из крупнейших транспортных узлов юга России. The German specialists that visited the republic highly evaluated the project and proposed to build additional three ones in the technopark. Preparation of sole proprietorship has started. I instructed Edelgeriyev to take personal control of this issue and figure out the reasons that led to the downtime of some previously opened plants. They are supposed to be profitable by now and bring income to the treasury. The message of Rosneft about the cancellation of its own decision to build a bitumen plant in Grozny instead of the refinery also looks strange. Now we are guaranteed only the supply of raw materials. If we knew about it earlier, we would have found an investor for long time ago. We also discussed with Edelgeriev the reconstruction of the runway of international airport Grozny and the construction of an additional strip. The Prime Minister reported on the readiness of the documentation. Undoubtedly this issue requires a very serious attitude and a responsible approach. We are faced with the task of making Grozny airport one of the largest transport hubs in the south of Russia. In late March it became known that Rosneft proposed to build a bitumen plant in the capital of the Chechen Republic instead of building an oil refinery with a capacity of 1 million tons of oil a year. Rosneft considered construction of an oil refinery to be unprofitable.

Kadyrov has been trying to build an oil refinery in Chechnya since 2010. All previously existing refineries in Chechnya were destroyed during two Chechen wars. In 2013, the assignment to evaluate the possibility of building an oil refinery in Chechnya was given by Vladimir Putin. The plant was to be built by Rosneft, which estimated the project at 78.2 billion rubles ($1.3bn). However, three years later, when more than 700 million rubles (11.8m) were spent on developing the project, the Minister for North Caucasus Affairs, Lev Kuznetsov, stated that the construction of an oil refinery was postponed for long.

At the end of April, the source of RBC in Rosneft claimed that, following a closed meeting between Igor Sechin, chief executive officer of Rosneft, and Kadyrov, the parties agreed to withdraw from the oil company the obligations to build an oil refinery in the republic. In addition, as reported by two sources of RBC in Rosneft, Sechin and Kadyrov agreed that Rosneft would continue its work in Chechnya and would not sell its assets to the republic in the region (in 2017, PwC estimated them at 12.5 billion rubles ~$211.1m)
