Implementation to governor Konovalov’s salary worth of 400 per cent of his actual salary found illegal
The Prosecution Service of the Republic noted that changes related to implementation of salary for the head of Khakasia and other high-ranking officials contradict the federal legislation and promote corruption.
The Prosecution Service of Khakasia noted that the implementation of salary for the Republic’s officials worth of 400 per cent of his actual salary is illegal. This is being reported on the web site of the Prosecution Service.
The Prosecution Service concluded that changes related to implementation of salary for high-ranking officials contradict the federal legislation and promote corruption. The public procurator objected these acts. Possible response measure are being considered.
It had earlier been reported that soon after the new governor of Khakasia Valentin Konovalov took his position, the government of the region submitted amendments to the regional law that defines the salary accounting for the officials of the Cabinet of Ministers. Before that, the amount of the implementation could be not more than 100 per cent. After the amendments were approved, the salaries were changed to 400 per cent.
The media office of the government and head of Khakasia - with reference to the Finance Minister of the region Irina Voynova - reported that Konovalov had not increased his or other officials’ salary, and the salary bonus is expected to be paid under guidance of trade unions. In Voynova’s words, the implementation of salary act was approved after the civil service law had been changed. The amendments had allegedly helped bring the regional legislation into compliance with the federal one.
The Communist Party of the Russian Federation (Konovoal is its representative) called the reports related to 400 per cent salaries’ implementation for officials “a corrupt campaign with an astute manipulation of facts,” as increase of salaries for employees of state is “common practice.”
