Head of ICR Main Investigations Directorate in Krasnoyarsk region removed from office
It is reported that Lieutenant General of Justice Igor Napalkov has been temporarily suspended from the performance of his duties for the duration of the audit.
Head of the ICR Main Investigations Directorate in the Krasnoyarsk region Igor Napalkov has been temporarily removed from office, TASS reports citing a source in the region's law enforcement bodies.
First Deputy Head of the regional department Aleksandr Rasstrygin has been appointed as the acting head of the ICR Main Investigations Directorate in the Krasnoyarsk region.
It is reported that Igor Napalkov, who has headed the regional ICR department for six and a half years, has been temporarily suspended from his duties for the time of check initiated after the complaint of a local resident to Chairman of the ICR of the Russian Federation Aleksandr Bastrykin.
Deita.ru notes that the Krasnoyarsk resident personally complained about the criminal investigation at the audience with the ICR chairman. Novosti TVK reports that the investigations against the leaders of the regional ICR management can be associated with the death of a 16-year-old schoolgirl in the Stolby reserve in September 2016. The girl had plunged to her death during mountain hiking, but no criminal case under Negligence was initiated against the teacher who accompanied the children. The publication says that several deputy heads of the region’s Investigation Committee had already been dismissed because of this.
The ICR regional directorate has confirmed the information about Napalkov's suspension without a comment. Meanwhile, the dismissal of the head of the regional ICR Main Investigations Directorate may also be connected with the corruption scandal, which has recently erupted in the power structures of the Krasnoyarsk region.
September 11, the ICR Main Investigations Directorate in the Krasnoyarsk region initiated proceedings under part 6 of Art. 290 of the Russian Criminal Code (Bribe-taking on an especially large scale) against Deputy Head of Department No. 5 of the MIA UEBiPK in the Krasnoyarsk region, Colonel Andrey Abakovsky and Special Agent of the Criminal Investigations Directorate Fedor Belyaev. September 15, the office and house of MIA Deputy Head of Police for Officer Work Eduard Khavab (away on a service trip at the time) was searched.
The prosecutors want the former Russian Federation Council member to go to prison for 14 years instead of 9 and pay a 500-million-ruble ($8.8 million) fine instead of 70 million rubles ($1.2 million).
