FSB general supervising case of drug smuggling through Russian embassy in Argentina investigated into Ulyukaev
Major General Ivan Tkachev has been the head of the FSB Economic Security Service Department ‘K’ since the summer of 2016. The Department has been responsible for helping to investigate the Russian Ministry of Economic Development head. The FSB Drug and Smuggling Department ‘N’ is a part of the Department.
The FSB Economic Security Service Department ‘K’ managed by FSB Major General Ivan Tkachev was responsible for investigating the drug trafficking gang that shipped drugs through the embassy of Russia in Buenos Aires, according to Kommersant.
The publication’s sources believe that the German police was able to track down alleged mastermind behind the cocaine trafficking from Argentina Andrey Kovalchuk on the night from Thursday to Friday thanks to the information obtained from the FSB Economic Security Service Department ‘K’. In this connection, internationally wanted Kovalchuk was detained in record time.
Andrey Kovalchuk, arrested in absentia in Russia, and whom the investigation believes to be the owner of suitcases with 362 kg of cocaine found in the Russian embassy in Argentina, was detained by German police officers in the federal state of Brandenburg. Kovalchuk and his family lived in a cottage village on the shores of Lake Scharmützel. His family rented the house; Mr Kovalchuk did not have a German residence permit. March 2, the Supreme Land Court of Berlin arrested Kovalchuk. He will await extradition in the Berlin prison Moabit.
Kommersant notes that FSB General Tkachev is known for leading the operational support of the investigation into the case of ex-Head of the Ministry of Economic Development Aleksey Ulyukaev, convicted in late last year and sentenced to 8 years’ imprisonment for taking a bribe from Rosneft.
Colonel Ivan Tkachev was appointed the head of FSB Economic Security Service Department ‘K’ in the summer of 2016. In December 2017, President Vladimir Putin awarded him the rank of Major-General.
The Department ‘K’ deals with counterintelligence support of the credit and financial sphere. According to RBC, the Department ‘N’, fighting against drug trafficking, smuggling and organized crime, is part of this unit.
RBC notes that prior to being appointed the head of Department ‘K’, Tkachev was the head of the FSB Internal Security Department Service No. 6, which dealt with the operational support of such high-profile cases as that of former Head of the MIA GUEBiPK Lieutenant-General Denis Sugrobov.
Ismail Efendiev is suspected of exceeding authority in connection with the investigation of cases of detained earlier former First Deputy Prime Minister Ramazan Aliyev and nephew of the former head of Dagestan Askhabali Abdulatipov. Searches are being conducted at Efendiev's office and house.
