FSB and Internal Affairs to be responsible for anonymizers monitoring

Previously it was assumed that Roskomnadzor (Federal Service for Supervision of Communications, Information Technology, and Mass Media) to be responsible for it.

The State Duma adopted in the second reading a bill banning anonymizers and VPN. 362 deputies voted for the document, no one voted against, two abstained. The broadcast of the session is on the Duma's website.

By the second reading, the deputies changed the procedure for identifying services that are used to bypass blocking. Previously it was assumed that Roskomnadzor (Federal Service for Supervision of Communications, Information Technology, and Mass Media) to be responsible for it. Now the search for anonymizers and VPN was decided to be entrusted to the Federal Security Service and the Ministry of Internal Affairs. Roskomnadzor will also identify the provider through which anonymizers work, but only on request from law enforcement agencies.

The bill to ban services which help to bypass interlocks was submitted to the State Duma in June 2017. The document also abolishes the register of bloggers, which was introduced in 2014.
