Former Vice-Governor’s family wins $5m-contract for cleaning St. Petersburg river
A company belonging to Mr. Virolainen and his son submitted the only application for the competition.
St. Petersburg Vodokanal (Water Services) has summarized the results of the competition for the construction of redirected discharge outlets in the Petrogradsky district on Karpovka River embankment. Navigator-SBS became the winner and the only applicant. It will receive the $5m-contract; the deadline for completion of the work is December 15, 2019. What is curious about the company is that its one third belongs to Oleg Virolainen, the St. Petersburg former Vice-Governor, and two-thirds belong to Alexey Virolainen, his son, according to Fontanka.
The Vodokanal has developed a project to redirect the municipal and household wastewater outlets through which raw sewage is discharged into water bodies.
Oleg Virolainen had been St. Petersburg Vice-Governor between 2003 and 2006. He, his brother Anatoly and son Alexey own several construction companies: Navigator-SBS, Avis, Rekstroy and the yacht club Plaza-Neva. His family ranked 192 in 2015 Billionaires Rating when Virolainen’s estimated wealth was 1.3 billion rubles ($22m).
Navigator-SBS was founded in January 2002 and has signed 86 state contracts worth over 8.7 billion rubles ($147m).
The court believes that Anzhela Maria Tsapok could have made the money to buy the house and the expensive car by legal means, since she owned a firm. The court still refused to lift the attachment from her 6 million dollars.
