Bill providing order of physical force, special means and weapon use to prisoners adopted
During finalizing the draft for the second reading significant amendments were made. In particular, the possibility of use of force and special means in case of violation of detention regime of prisoners was excluded.
The regulation obliging to provide medical care in case of causing bodily injury to prisoners is adopted. Deputies also introduced restrictions in use of special means, for example a stun gun. Besides, use of force and special means should be recorded on video if there is a corresponding technical capability to do it, follows from the document.
According to the amendments, the staff of the Federal Penitentiary Service is not allowed to shoot at crowd of people. Also a regulation, according to which it is forbidden to execute obviously illegal orders and orders on use of force, special means and weapon is adopted.
The bill makes a reservation telling that special means can be applied to suppression of disobedience or counteraction from the convicts and persons taken into custody, but only in cases when they are connected with threat of application of violence, life- and health-threatening of the employee a penal correction system or the other person.

Two events occurred in close succession in the Irkutsk region. On February 11, 2018, it became known that major general Anatoly Kilanov, Head of the Regional Directorate of the Federal Penitentiary Service of Russia, was removed from office. The main suspect in an anti-corruption inquest carried out in late 2017, Kilanov was accused of extorting ‘levies’ from his subordinates. On February 12, 2018, Viktor Shevchenko, his deputy for service support, was found hanged. The investigation is currently explaining this suicide by a family quarrel. Has the lieutenant colonel really taken his own life? Or was it a disguised murder? And if so, who could be interested in it?
