The Russian Guard bought 18.1-million-rubles’ worth of buggies from the Russian Special Forces University in Chechnya; one all-terrain vehicle cost the department 2.2 million rubles, and there were eight overall, Open Media said.

The purchase was carried out in 2018–2019. In 2017, RBC reported that the cost of an all-terrain vehicle was 1.5 million rubles. Another buggy buyer, North Caucasus Resorts, acquired the same all-terrain vehicles for 1.7 million rubles apiece, which means that Rosgvardiya’s costs exceeded the market price by 150%.
