Zenit-Arena: violations in new contract on construction
According anti-corruptionist, the Government of St. Petersburg has no legal basis for the conclusion of a contract without competition.
The continuation of endless violations’ story during the construction of the stadium on Krestovsky Island – the Anti-Corruption Foundation (FBK) says the new contract worth 952 million rubles is concluded illegally. The last contract for the completion of the stadium's construction has been concluded without a tender on the basis of the emergency state. However, according to FBK employees, it was nothing like this, and the Smolny just wanted to avoid tender procedures.
FBK's employees note that a contractual clause on payment of work performed is drawn in contrary to law. According to the agreement, the entire amount of 952 million rubles will be paid as an advance to the construction company, before providing any necessary documents on the implementation.
The FBK has already sent all the collected materials to the Federal Antimonopoly Service for the initiation of the case on violation of federal procurement laws. Alexey Navalny demands to cancel a contract.
Earlier, the Saint-Petersburg Government tied the conclusion of the contract with Metrostroy without a tender with security requirements. The facility should be commissioned before March 31, 2017.
The prosecutors want the former Russian Federation Council member to go to prison for 14 years instead of 9 and pay a 500-million-ruble ($8.8 million) fine instead of 70 million rubles ($1.2 million).
