Yakutia: head of district detained for real estate machinations

Head of Yakutia’s Oymyakonsky district Mikhail Zakharov has been detained. The investigation theory is that in 2013, the official abused official power, having arranged an auction on the right to contract related to purchase of an accommodation for municipal needs.
The auction did not take place, but Zakharov did not stop there: he sent a letter addressed to head of the Republic’s Ministry of Finance with a request to negotiate the approval of the purchase of the apartment. With that, the apartment was not meant to be for municipal needs - Zakharov housed his family in it.
The Republic’s Ministry of Finance allocated 1.5 million rubles ($22 thousand) for this purpose. According to a report by the Investigative Committee of Russia, the apartment was purchased and entered in the books of the administration of the interdistrict department Oymyakonsky ulus (district). Zakharov managed to transfer it to the ownership of his relatives.
