Tatarstan: Head of local SMEs Association detained
Khaidar Khaliullin is suspected of involvement in embezzlement of budget funds.
The president of the Association of Small and Medium Enterprises (SMEs) of the Republic of Tatarstan, Khaidar Khaliullin, was detained the day before in Kazan. He became the next person involved in the embezzlement of funds allocated within the framework of the republican program of entrepreneurship support Leasing-Grant. The damage from theft is estimated at more than 20 million rubles ($352.380).
According to the investigation, together with the Association commercial companies, which in 2014 - 2015 applied for a grant, were involved in the criminal scheme. The Association influenced the adoption of a positive decision of the competitive commission, after which the grant funds were cashed through shell companies, and fake agreements for the purchase of equipment for an allegedly received grant were used for the report.
Earlier, in January 2017, in the same case, the court arrested his spouse Marina Khaliullina. The criminal case was initiated against her under the article Swindling on large scale (part 3, Article 159 of the Criminal Code of the Russian Federation). On 4 February she was placed into custody.
Before that, in early October, 2016, representative of the Association of Small and Medium Enterprises Timur Aupov, who was a member of the Grant Distribution Committee, was detained. At the same time, Khaliullin then said that Aupov did not work in the Association, but took part in its activities on a voluntary basis.
In all, 24 people are accused in the case. This became known during a recent briefing in the Ministry of Internal Affairs of Tatarstan.
At the initial stage it was a question of revealing two facts of theft involving Pishka LLC and Volya LLC, which received a grant of 1 million rubles ($17.619) for the development of the bakery and furniture production, respectively. The necessary equipment they had to purchase in the largest leasing company of the Republic, Vostok-Leasing LLC. However, it did not confirm the facts of the contract for the supply of equipment.
Later it became known that under a similar scheme Rekot LLC and two individual entrepreneurs were granted.
On March 24, information appeared that Khaliullin intended to step down as president of the SMEs Association of Tatarstan. According to him, he "morally exhausted his capabilities." The election of a new head is scheduled for April 19.
The story with the arrest of Igor Vainshtok, creator of famous bifidok, in absentia and his escape is pretty confusing. The company founded by him still remains the largest probiotics producer in Russia and generates multimillion profits – however, somehow it was declared bankrupt. So, whom has Vainshtok fled from?
