Suspected of embezzlement of $3mn Head of Dagestan Compulsory Medical Insurance Fund received into remand prison

Several insurance companies (i.e. Nadezhda), health care providing institutions in Makhachkala and southern Dagestan and the Compulsory Medical Insurance Fund employees engaged in the fraud.

Head of the Federal Compulsory Medical Insurance Fund of the Republic of Dagestan Magomed Suleymanov is taken into custody by Makhachkala Court. He was apprehended at the airport this past weekend on his way to get a flight to Moscow. 


The former parliamentary speaker who had held office as mayor of Makhachkala is suspected of the creation of a criminal community (article 210 of section III of the Criminal Code of the Russian Federation) and swindling on an especially large scale (article 159 of section IV). 

According to the investigation, several insurance companies (i.e. Nadezhda), health care providing institutions in Makhachkala and southern Dagestan and the Compulsory Medical Insurance Fund employees engaged in the fraud. Over the 2010 to 2018 period, more than 210 mln rubles (roughly $3.1 mln) were embezzled by the defendants. 622 falsified documents were provided by health care providing institutions and were subsequently used to transfer money for the alleged healthcare services rendered. In fact, these ‘dead souls’ were either really dead or had enough time to leave for Syria and side with terrorist militias. 

It is to be recalled that the broad-scale anti-corruption crusade in Dagestan was launched in January, 2018 when former mayor of Makhachkala Musa Musaev and chief architect of the city Musa Musaev were arrested.  

On February 5, acting Daghestani Prime Minister Abdusamad Gamidov, acting deputy prime ministers Shamil Isayev and Rayudin Yusufov and former Education Minister Shakhabas Shakhov were detained by Russia’s Federal Security Service agents. Later in the day, acting Head of Dagestan Vladimir Vasilyev dismissed the Republic's government calling on ministers to carry on their duties till handing them over to successors.
