Rector of Ryazan State University suspected of swindling
The money allocated for bonuses to teachers was spent on reception of a Rosobrnadzor commission.
Rector of the Ryazan State University (RSU) Andrey Minaev was detained on suspicion of abuse of official powers (part 1 of Article 285 CCRF) and swindling (part 4 of Article 159 CCRF), the regional ICR reports. According to the investigators, Minaev illegally spent about a million rubles ($ 15,000).
“In an effort to ensure a positive result of the upcoming state accreditation by the Federal Education and Science Supervision Service, acting contrary to the interests of his service, [he] decided to use budgetary funds allocated for employee bonuses for reception of the given commission,” the ICR reports.
1.2 million rubles ($ 18,000) allocated from the budget were fictitiously spent on employee bonuses. In fact, in April 2018 Minaev and Vice-Rector Yelena Kiryanova spent the given amount at their own discretion.
