Development Corporation Head detained in luxurious mansion under 1 billion rubles embezzlement
Sergey Maslov and his deputy Vladimir Karamanov have been detained in their private luxurious cottages. During the searches, law enforcers have found large sums of money and valuables.
The Director General of the Development Corporation JSC, which was established by a presidential decree, Sergey Maslov has been detained in his luxurious cottage near Moscow in a joint special operation performed by the General Administration for Combatting Economic Crimes (GAESCC) and the Federal Security Service (FSB). This was reported by the press service of the Ministry of Internal Affairs.
The special operation took place on Wednesday, October 19. First, investigators seized the documents in the office of Development Corporation in the Bolshoy Savvinsky lane. Since the company's executives were absent, they went on to search some 30 locations in and around Moscow, including the apartments and cottages of the suspects.
The Development Corporation CEO Sergey Maslov was found in his luxurious mansion in the village of Arkhangelskoe, Kommersant reported. The guards allowed law enforcers to enter the territory of the village, but Maslov obviously did not want to let them inside the mansion, which occupied 3 hectares. He opened the door only when one of the special forces officers smashed the glass window of the front door with a sledgehammer. Kommersant noted that special agents compared the residence with a museum — the adjacent park had an author's copy of Salvador Dali’s sculpture Rhinoceros installed there. There were also paintings of famous artists in the house, and a separate room for a collection of expensive watches. Moreover, law enforcers found safe deposits containing about 100 thousand USD behind a shoe rack. Maslov also had a Bentley, a Maybach, and two rare Mercedes cars in his garage. Preliminary estimates suggest that Maslov’s estate is worth 100 million USD.
According to intelligence agencies, in addition to Russian passport, Sergey Maslov has a Swiss passport, as well as several apartments in Moscow. Finally, a 50-million-euro yacht 70 meters in length was built specially for him.
The First Deputy Head of Development Corporation JSC Vladimir Karamanov was also arrested in his own house, located in a cottage settlement near Petrovo-Dalny. During the searches, investigators found a large sum of money and a large amount of jewelry. Karamanov is an Australian citizen and owns real estate in that country. According to the newspaper, the investigation plans to go to court to apply for seizure of the suspects’ property to reimburse the damage they supposedly caused.
The MIA Main Department in the Rostov Region opened a criminal case under Misappropriation of funds (part 4 of Art. 160 of the Criminal Code) at the end of September 2016. Maslov and Karamanov had invested the funds obtained from shareholders of Korporatsiya Razvitiya shareholders in the Narodny Klient bank, shortly before its license was revoked. Investigators claim that Maslov and Karamanov chose an ailing bank on purpose, making it easier for them to explain the disappearance of the money invested by the regions of the Urals Federal District into the Industrial Ural — Polar Ural project, aimed at the development of transport, energy spehere, and social infrastructure of the district. The amount of embezzled funds exceeded 1 billion rubles. With the complicity of the Narodny Klient’s management, the money was siphoned off to Cyprus offshore companies, and later invested in personal projects of Sergey Maslov and Vladimir Karamanov. The source also said that the amount of damage could rise by several times, since law enforcers believe that the Korporatsiya Razvitiya administration could place their money in other unreliable banks employing the same scheme.
The detained leaders of the Development Corporation JSC, as well as chairman of the Ritz-Bank Board of Directors Dmitry Khasanov and a member of the Board of Directors Elmira Miloserdova, who provided financial services to the primary suspects, have been transferred to Rostov-on-Don. All four of them have been placed under arrest until November 30, 2016.
Maslov’s friend, the former Deputy Minister of Energy and the owner of the Narodny Kredit bank Stanislav Svetlitsky, has been arrested in Rostov-on-Don, along with the bank’s accountant Maya Nyushkova, deputy chairman Irina Pereverzeva, and the head of the security service of Narodny Kredit, Nikolay Molotilkin. They are accused of embezzling 10 billion rubles from Narodny Kredit.
The Development Corporation JSC refused to communicate with reporters, citing the absence of its managers.
Major of the Operative Unit No. 6 in the South-Eastern Administrative District of Moscow, Kirill Dvoretskov, is the nephew of General Boris Pishchulin, who used to head the police of the South-Eastern Administrative District of Moscow.
