Police publish video of YaNAO Housing Development Ministry ex-head’s detention
The former official is charged with the theft of 400 million rubles ($5.8m) from the budget of Yamal.
The Interior Ministry Directorate for Yamal posted the footage of the detention of Viktor Kalashnikov, the former general director of the Yamal Housing Development Ministry. Although the name of the detainee is not mentioned, local media claim that it was he.
The press service of the police stated that the detainee was charged with stealing 400 million rubles from the budget of Yamal in 2014-2015. During these years Kalashnikov headed the YaNAO Housing Development Fund. The borrowed money, according to some sources, was allocated within the framework of state contracts for construction and installation works of socially significant facilities.
Kalashnikov was detained by the Department for Economic Security and Anti-Corruption of the Ministry of Internal Affairs of the Yamalo-Nenets Autonomous Region, the Yamal Division of the FSB and the District Prosecutor's Office with the support of the Rosgvardiya fighters.
The house and the place of work were searched, the documentation confirming illegal activity of the detainee was withdrawn, the Ministry of Internal Affairs specified.
As The CrimeRussia previously wrote, Kalashnikov was arrested on September 10, just a day after the new Governor of the Yamalo-Nenets Autonomous District, Dmitry Artyukhov, took office. Kalashnikov led the district Housing Development Ministry in 2010-2012 and 2014-2016. In early 2017, he went into business.
Earlier, the North-Press agency reported referring to its sources that after the charge, Kalashnikov simulated a heart attack, and was hospitalized. He tried to escape from there.
The investigating authorities of the Chita region are running a check on Dmitry Nepomnyashchy, a former deputy of the Chita Regional Duma, and his City Duma counterpart, Alexey Guskov, who are suspected of involvement in crimes that had been committed between 1995 and 2005.
College surveillance cameras captured the alleged perpetrator: a young blond-haired man wearing a white T-shirt. The 112 Telegram Channel reported that the attacker had been found dead on the second floor of the building.
