Omsk MP robbed shareholders, banks and state
The case of the local MP, the businessman Habuldy Shushubaev, was removed to the court. He is charged with embezzling more than 100 million rubles, owned by shareholders, the theft of about 1 million rubles under the guise of VAT compensation and illegally obtaining loans by 1 billion rubles.
The case of the Deputy of the Regional Legislative Assembly removed for consideration to the First District Court of Omsk. According to Kommersant, in 2015 Habuldy Shushubaev was charged with embezzlement on an especially large scale (part 4, Art. 160 of the Criminal Code), Swindling by using his official position in large scale (part 3 of Art. 159 of the Criminal Code) and Illegally Obtaining Loan (part 1, Art. 176 of the Criminal Code).
According to investigators, in the period from 2008 to 2013 Shushubaev raised about 100 million rubles with co-investors for the construction of residential houses in the Omsk neighborhood Yasnaya Polyana through his construction company Rokas. However, instead of building, money were transferred on accounts of the MP's family companies and have been spent on other needs. Victims of this count are about 300 people, who still have not moved into their apartments.
In addition, the MP and the businessman accused in the fact that controlled by him JSC Corporation Agro-Trust has provided false documents, on the basis of which the federal budget was paid nearly 1 million rubles under the guise of VAT refunds, to the tax office.
Finally, Shushubaev was able to get 1 billion rubles in 2009-2010 in the form of bank loans, using forged papers on the financial activity of Agro-Trust.
Shushubaev pleaded not guilty. His defense said that charges as a whole are insolvent, but "in relation to a charge of embezzlement of shareholders money - far-fetched in its entirety." Parliamentarian's attorney Andrei Khabarov intends to return the case to the Prosecutor for the violations elimination. As stated by Khabarov, for one of the implied articles the period of limitation of criminal prosecution has expired.
However, for the company Rokas there was currently imposed a property seizure in the amount of 133 million rubles, which it would have to pay if Shushubaev found guilty.
Habuldy Shushubaev is a Deputy of the Legislative Assembly since 2002. In the last elections he was a self-nominated and re-elected to the regional Parliament.
Lieutenant General Oleg Troshin announced he is going to retire in May 2018. He is doing it following a decision taken a year ago – not due to non-existent issues with the agency reported by some local media outlets.
