Notorious case over Mercedes public procurement terminated with only accused release

The pensioner avoided punishment due to the expiration of the statute of limitations for criminal liability.

The Cheryomushkinsky Court of Moscow has completed the examination of a high-profile case over frauds in public procurement of Mercedes for the Interior Ministry, the traffic police and the Federal Guard Service. The only accused, a retired Interior Ministry officer, 67-year-old pensioner Mikhail Budynin received a suspended sentence and was immediately released from punishment due to the expiration of the statute of limitations for criminal responsibility, MK reports.

The criminal case began with the international concern Daimler AG fraud disclosed by the US Department of Justice, which bribed officials from 22 countries, including from the Russian Federation, to gain an advantage in obtaining contracts for the supply of vehicles for civil servants. In Russia, Mercedes are purchased for the Ministry of Internal Affairs, the Federal Security Service, the Traffic Police, as well as the administration of Ufa, Moscow and Novy Urengoy.

Retired Interior Ministry officers Mikhail Budynin and Vitaly Baturin, ex-FSO officer Mikhail Kostylev and clients manager of Mercedes-Benz Rus CJSC Ekaterina Priemskaya, who was called the organizer of the fraud, they were accused of the case in the Russian Federation. The investigation was delayed, and the case against everyone except Budynin was discontinued after the expiration of the statute of limitations for punishment.

Protection of Budynin intends to appeal the verdict. The defendant does not consider himself guilty. He declared that he paid taxes on money received from Daimler AG, allegedly accepting a fee for social assistance. Daimler AG was recognized as the victim of the case, which refused such status, and the US found the company guilty.
