Kursk former deputy head suspected of ties with Volobuyev’s gang
According to the investigation, Nikolai Zaitse backed by a criminal boss, took away 20 boxes from the owner of a garage cooperative and passed them to his son.
Investigation department of the Kursk ICR accused the criminal authority Dmitry Volobuyev (Volobuy) of Creating a Criminal Organization (part 1 of Art. 210 of the Criminal Code) and Participation Therein (part 2 of Art. 210 of the Criminal Code). Currently, Volobuyev is in jail on charges of murdering Sergei Delyukin, 40, known in the criminal world as Dilya.
Volobuyev's gang is accused of contract killings, car burning, illegal trafficking of weapons and ammunition, as well as fraud and extortions. As the publication Moe! Online wrote, the last charge might be associated with the detention of the deputy head of the Kursk administration, Nikolai Zaitsev, in June 2017. According to investigators, the official and Volobuyev demanded from 20 garage boxes from a local businessman in a co-op on Prospekt Pobedy in Kursk. A criminal case was opened against Zaitsev and Volobuyev under part 3 of Art. 163 of the Criminal Code (Extortion committed by a group of persons, on an especially large scale).
Soon the son of the Vice-Mayor, Vladimir Zaitsev, was detained in the same case. According to the investigation, it was he who got the garages that Zaitsev Sr. had taken away.
Prior to his working as the Vice-Mayor, Nikolai Zaitsev had served in law enforcement almost all his life. In 2011, he took the post of Deputy Head of the Ministry of Internal Affairs in Kursk, and in 2014 he headed the agency. At the end of 2015, he was appointed deputy head of the Kursk administration for administrative and economic activities.
Dmitry Volobuyev was detained and taken into custody in March 2017 on charges of organizing two Murders committed by a group of persons by previous concert (part 3 of Art. 33, item (g), part 2 of Art. 105 of the Criminal Code), the organization of the Wilful Destruction of other people's property (part 3 of Art. 33, part 2 of Art. 167 of the Criminal Code) and Attempted Swindling (part 3 of Art. 30, part 4 of Art. 159.2 of the Criminal Code). According to investigators, Volobuyev was involved in the murder of the criminal authority Sergei Delyukin, who was shot in February 2013 near the entrance of his own house. In addition, Volobuyev is charged with organizing the homicide of resident of Kursk Khodyrevsky in April 2015. Khodyrevsky publicly insulted the authority and tried to threaten him.
In August 2017 law enforcement authorities detained brother of Volobuyev, Nikolai on suspicion of swindling in the housing and communal services sector. According to regional news agencies, the brothers "with the tacit consent of officials" controlled the housing and communal services in the Kursk region. According to the Contour.Focus database, more than 30 companies are registered in the names of the Volobuyevs. Nikolai Volobuyev could also be involved in the attack on the acting head of the Capital Repair Fund Ruslan Shevchenko on June 23 this year. The attack on Shevchenko was attributed to the fact that he refused to cooperate with his brothers. In particular, he canceled the results of several auctions and competitions held before his appointment.
At the end of June, the wife of Dmitry Volobuyev, Irina called the accusations against her husband false. According to her, Volobuyev did not communicate, did not conduct any business and was not even acquainted with the murdered Delyukin. A number of Kursk mass media also stated about the innocence of the detainee. In particular, the publication MK Chernozemye, citing sources in law enforcement agencies, reported that the image of Dima Volobuy was in fact an unspoken project of the long-disbanded Directorate for Combating Organized Crime.
In early November 2017, Basmanny Court of Moscow has satisfied the motion brought by the Main Investigations Directorate in the City of Moscow of the Investigative Committee of the Russian Federation (ICR) and remanded Aleksander Shukyurov, Director of the Capital Renovation Directorate State Budgetary Institution of Moscow, in custody. The head of the institution subordinate to the Department of Capital Renovation of the City of Moscow that had acted as the client in tenders worth dozens of billions of rubles is suspected of swindling on an especially large scale.
