Kirov: United Russia deputy put on wanted list
The MP was suspected of organizing a theft of $ 300,000.
Deputy of the Kirov City Duma Dmitry Nikulin is placed on the wanted list, as the investigative agencies believe that he could be the organizer of an embezzlement in the amount of 20 million rubles ($ 300,000) from Elektronny Proezdnoy LLC (Electronic Pass). The money was allocated for the project “Mom, I’m home” for schools, although the program was already developed and tested, the regional ICR’s press service reports.
Within the same criminal case, director of the same company and the former head of the Central Dispatch Service of the City Passenger Transport have already been arrested. According to the investigation, they are Nikulin’s accomplices. The crime was committed in the period from 2012 to August 2013.

Every big Russian city has ‘untouchable' people who are beyond the reach of the law enforcement authorities – generals, judges, mayors, etc. Despite overwhelming evidence sufficient to prosecute them, such persons cannot be busted without authorization from the federal center.
