According to Fontanka, Panteleyev was detained in connection with the investigation of the criminal case of swindling in the construction of the Ministry of Defense facilities in the Arctic for a total amount of 6 billion rubles.
For the money the company AS-Engineering was to build a series of military facilities on Novaya Zemlya, Severnaya Zemlya and in Tiksi. Among them - the radar, guidance aviation points, helicopter pads and barracks. The contract for the execution of these works was signed with the Central Administrative Board of Spetsstroy engineering works in 2015.
Contracts for the projects in the Novaya Zemlya and the Golomyanny island of the Severnaya Zemlya archipelago included the full cycle from design to construction. It was necessary to conduct research and develop project documentation in Tiksi.
