Head of Rosaviation directorate arrested for $ 15 million contract
The entity subordinated to the state agency received overexpensive services from a legal organization where the suspect had previously worked.
Moscow’s Meshchansky District Court arrested Vladimir Mnishko, the head of the Legal Support and Property Relations Directorate of the Federal Air Transport Agency (Rosaviation), in the case of embezzling 1 billion rubles ($ 15 million), REN-TV reports. Working in the Agency’s subordinate entity, Rosaeronavigatsiya, Mnishko allegedly agreed to conclude a contract with law firm, the legal services of which were unreasonably expensive.
According to the investigation, the lawyers provided services from 2008 to 2018 under the given contract, which were repeatedly illegally extended. In 2008, the FSUE State Corporation for the Organization of Air Traffic concluded a contract for three years with the firm called Mezhregion, whose services were estimated at 378 million rubles ($ 6 million). In December 2009, Rosaeronavigatsia fully merged with Rosaviation.
