Head of Astrakhan Ministry of Housing suspected of embezzlement
According to the investigation, Vasily Korniliev colluded with the companies servicing the roads. Violations reached 644.75 million rubles ($9.7m).
The Main Investigative Department of the ICR initiated a criminal case on Embezzlement (Article 160 of the Criminal Code) against Head of the Ministry of Housing of the Astrakhan region Vasily Korniliev, Kommersant reports. The official was detained in Moscow. The case is being investigated by the ICR MID.
The embezzlement was revealed during the investigation of the antimonopoly case initiated in January 2018 by the regional department of the Federal Antimonopoly Service on the grounds of concluding and executing anticompetitive agreements when bidding for the right on the conclusion of state contracts for road repairs under the program "Development of road infrastructure in the Astrakhan region."
Violations reached 644.75 million rubles ($9.7m). The investigation materials were forwarded to the law enforcement agencies to consider the issue of initiating a criminal case.
The FAS qualified the actions of Astrastroy LLC and Zhilstroytrans LLC as a cartel (clause 1, article 11 of the Law on Protection of Competition), the actions of Astrastroy LLC, Zhilstroytrans LLC, Avtodorproekt LLC and Office for Capital Construction of the Astrakhan region GKU as an agreement between the customer and bidders (clause 1, part 1 Article 17 of the Law on Protection of Competition), the actions of Astrastroy LLC, Office for Capital Construction of the Astrakhan region JSC and the Ministry of Construction and Housing and Communal Services of Astrakhan region as a restriction of competition authorities (Art. 16 of the Law on Protection of Competition).
It was reported that the Ministry of Construction and Housing was searched, but the department did not confirm this information.
Vasily Korniliev was appointed the Minister of Housing and Communal Services of the Astrakhan region in November 2016. Before that, he headed the Astrakhan Sea Port CJSC and was a member of the City Duma of Astrakhan. On August 8, Governor of the region Alexander Zhilkin dismissed Korniliev. It was reported that he left the post at his own will and left to work in Moscow.
