Head of Administration of Northern Sea Route arrested for a few millions swindle
Dmitry Smirnov is accused of signing fictitious contracts for the supply of equipment.
The Frunzensky District Court of St. Petersburg placed Head of the FSUE Administration of the Northern Sea Route Dmitry Smirnov under house arrest in connection with suspicion of budget funds' embezzlement, the newspaper Kommersant.
He is charged with Swindling on an especially large scale (part 4 of Art. 159 of the Criminal Code). On November 29, 2016 the Court elected a measure of restraint for a period of 1 month and 18 days.
According to the investigation, Smirnov, the former Head of the Federal State Unitary Enterprise Baltic Basin Emergency Administration (BBEA), concluded bogus contracts with front company for the rental of equipment.
Investigators found several contracts concluded BBEA in the period from 2012 to 2013 suspicious. In 2013, the government department concluded the contract with Kaliningradmorneft on the implementation of the rescue preparedness for oil spill in the area of the drilling platform near the seaport of Kaliningrad. As part of the contract, BBEA provided them the ship Yasny. Despite the fact that Yasny possessed the necessary equipment, FSUE signed another contract with the company TSHM-West for 4 million rubles to rent additional technical means for the collection of water-oil emulsions. According to the financial statements, the necessary equipment was delivered to the ship, however, was not registered in the documents of the ship, which led investigators to the conclusion that the additional equipment existed only on paper. According to the investigation, received under the contract funds were cashed and divided between swindlers. All the above contracts were signed by then BBAE Head Dmitry Smirnov, in connection with this fact law enforcement officers consider him a beneficiary of the fraud with non-existent equipment.
Soon, Smirnov went for promotion, moved to Moscow and headed FSUE Gosmorspassluzhba and in 2016 was appointed the Head of the FSUE Administration of the Northern Sea Route.
