Ex-heads of Rosgosstrakh suspected of withdrawal of funds

MIA investigators are checking the transactions of the company before the reorganization of Otkrytie Bank. Some sources say assets have been withdrawn.

MIA investigators are carrying out a check in respect of former heads of the insurance company Rosgosstrakh (RGS). According to RBC, this information is contained in the document of the Main Investigations Directorate of the Main Directorate of the Ministry of Internal Affairs in Moscow referred to Rosgosstrakh and Otkrytie FC Bank.

For example, in 2016, the main owner of Rosgosstrakh Danil Khachaturov made a deal with the ex-owners of Otkrytie to sell part of the insurance company to the bank. In 2017, Otkrytie became the owner of Rosgosstrakh, but soon the Central Bank announced a reorganization of the bank. Along with it, the regulator also came into possession of the insurance company. Since last year, the new management of Rosgosstrakh has been trying to challenge the transactions conducted by the former management of the insurance company before merging with Otkrytie.

As a result, new top managers of the insurance company turned to the Ministry of Internal Affairs. It concerns possible illegal actions to sell the assets of Rosgosstrakh to Otkrytie, including Capital Re, KS-Holding and others. The new insurers are trying to challenge these deals in arbitration courts.

In turn, the MIA has requested information on whether the verification of property purchased from Rosgosstrakh was carried out, as well as documents on the bank's payment of these assets.

Law enforcers asked Rosgosstrakh to prepare a statement on the commission of illegal actions by the former management of the insurance company, indicate the facts of theft, assess the damage, and submit documents confirming the transaction. The check is carried out by the department for the investigation of organized criminal activities of the Main Investigations Directorate of the Main Directorate of the Ministry of Internal Affairs in Moscow.
