According to the investigators, Rogachev, being the Mayor, signed two government contracts on repair of roads, however, in fact, the order has not been executed. Law enforcement authorities assessed damages from actions of the official at 117 million rubles ($2 million). The former city's Mayor said that transferring money in advance he “helped the company to buy materials.”
In early November 2017, Basmanny Court of Moscow has satisfied the motion brought by the Main Investigations Directorate in the City of Moscow of the Investigative Committee of the Russian Federation (ICR) and remanded Aleksander Shukyurov, Director of the Capital Renovation Directorate State Budgetary Institution of Moscow, in custody.
