The Presnensky Court of Moscow sentenced former deputy director of the Federal Agency for Special Construction (Spetsstroy) of the Russian Federation Alexander Buryakov to five years in prison and a fine of 600 thousand rubles ($9650), having found him guilty of swindling on an especially large scale, TASS reports.

The person of interest concluded a plea deal, after which his case was severed from other proceedings and was considered according to a special procedure.

Buryakov was charged under part 4 of Art. 159 of CCRF (“Swindling committed on an especially large scale"). According to the investigation, he participated in three episodes of embezzlement of budgetary funds in the construction and reconstruction of facilities of the Russian Ministry of Defense in Moscow and the Tver Region in 2013-2015. Within the main criminal case, from which Buryakov's case was severed, the former first deputy director of Spetsstroy, Alexander Zagorulko, and businessman Kadyr Karakhanov, are on the dock; the investigation is still conducted. In total, the defendants are charged with stealing more than 1 billion rubles ($16.095 million).

Military investigators have completed an investigation into three more defendants in the criminal case of embezzling 1 billion rubles in Spetsstroy. This was reported by the Investigative Committee in connection with the decision of the Presnensky District Court of Moscow to sentence former deputy director of the Federal Agency for Special Construction (Spetsstroy Rossii), Alexander Buryakov.

The IC clarified that in connection with the pre-trial cooperation agreement, the criminal case was examined according to a special procedure:

“The preliminary investigation in the criminal case against other participants in this crime is also over: one of them was sent into custody, the other two – under house arrest. At present, these persons are familiarizing with the case materials, after which it will be transferred to the Prosecutor's Office for the indictment approval and further referral to the court,” the IC reported.

According to the Main Military Investigation Directorate of the IC, “from September 2013 to October 2015, as part of the construction and overhaul of two facilities of the Russian Ministry of Defense, Buryakov, acting in a criminal group, committed a theft of funds by preparing and providing documents that reflect deliberately false information on the volume and quality of the work performed to the customer.” Using the official position, he created conditions for signing these documents by authorized persons of the Ministry of Defense, as well as enterprises subordinated to the Spetsstroy. As a result, 1 billion 93 million rubles ($17.592 million) were stolen.
