Embezzlers from Khrunichev’s center to stand trial. One of defendants disappeared
The investigation of a criminal case over embezzlement on a large scale of the Federal State Unitary Enterprise State Space Research and Production Center named after M. V. Khrunichev (SSRPC n. a. Khrunichev) is finished.
Former director general of the center Aleksander Seliverstov and two his deputies are on the dock. One of the accused – entrepreneur Ruslan Urazgildeyev – hid from the investigation in Ukraine.
Criminal case under art. 160 para. 4 of the Criminal Code of the Russian Federation (Misappropriation or embezzlement on a large scale) was initiated basing on materials, provided by the Federal Security Service (FSB), which confirmed the fact of embezzlement. It was reported that the SSRPC n. a. Khrunichev "has unreasonably provided privileges and advantages" to LLC Metallresurs Company during signing of metal supply contracts. In particular, in 2012 one of the deputies general director Viktor Larin concluded an agreement with Metallresurs on supply of metal for construction of carrier rockets Angara and Proton-M, without any tenders. According to the agreement, the contractor received more than 290 mln. rubles. In July 2013, CEO Aleksander Seliverstov personally concluded a contract with Metallresurs, as with the only supplier of black and color metal rolling for the center. In the end of the year, another deputy CEO Yury Yakovlev signed a new contract with the company for delivery of metal rolling almost on 64 million rubles.

According to the investigation, for such violations of the law in favor of Matallresurs, the management of SSRPC n. a. Khrunichev received kickbacks from the company’s CEO Ruslan Urazgildeyev. The total damage from the officials’ activities had made about 108 million rubles.
In the summer of 2015 charges of embezzlement of budget funds have been brought to Yakovlev and Larin. They were placed under home arrest. The lawyers declared innocence of their clients.
A year later, the investigation went on with new targets – Seliverstov and Urazgildeyev. By that time Seliverstov had gone on promotion and become vice-president of the Joint Rocket and Space Corporation, where he was supervising production of rocketry. According to the available data, the former official does not work in Roskosmos anymore.
The initial status of witnesses has been changed to defendants in the spring of 2016. Seliverstov was brought charges under art. 160 of the Criminal Code of the Russian Federation, after what he was placed under home arrest.
At the same time, the CEO of contract organization Ruslan Urazgildeyev preferred to ignore a warrant to appear at the interrogation in the Investigative Committee and disappeared. According to his lawyer Kamandar Karayev, Urazgildeyev has gone to Kiev, from where he should have came back on June 2, but he never did. As a result the businessman was put on the wanted list and arrested in absentia by Basmanny Regional Court of the capital.
Shortly before, in February 2016, Metallresurs has seized from SSRPC n. a. Khrunichev more than 62 million rubles under the contract of 2014 for supply of metal, which the customer has never paid. The defendant’s representative has supported satisfaction of the claim.
According to the available data, the roguish scheme revealed after the inspection of control and auditing management (CAM), after what the materials where transferred to FSB. The investigation has reveled overpricing for 7,7 – 31,6%. After clarification of the fact of corruption component, all existing contracts with the contractor were cancelled.
A federal judge other than retired Catherine Forrest will consider the case of Razhden Shulaya, who is charged with the creation of a criminal syndicate and other crimes, in the Federal District Court of the Southern District of New York.
Ismail Efendiev is suspected of exceeding authority in connection with the investigation of cases of detained earlier former First Deputy Prime Minister Ramazan Aliyev and nephew of the former head of Dagestan Askhabali Abdulatipov. Searches are being conducted at Efendiev's office and house.
The disappearance of an elderly Muscovite, who owns three rooms on Ostozhenka Street, and her disabled son, worried the neighbors, but the police refused to initiate criminal proceedings on their application. Housing in the elite area of the capital in the meantime was re-registered to a resident of St. Petersburg, who introduced herself as their relative.
