Deputy of Sverdlovsk Legislative Assembly was accused of swindling on 2.6 million rubles before elections
The member of the Edinaya Rossiya Party insists that these documents could not be got by the stranger and filed complaints with the Prosecutor's Office and the FSB on the alleged scammers.
The law enforcement agencies received a statement demanding to check the fraudulent scheme of the candidate for the State Duma from Edinaya Rossiya (United Russia) Party Maxim Ivanov (he is the Deputy of the Legislative Assembly of Sverdlovsk Region). The statement indicated that the MP illegally received a subsidy of 2.6 million rubles from the budget.
The complaint on Ivanov has, in particular, journalists of FederalPress. As the newspaper wrote, from the document it became known that Maksim Ivanov, together with his wife and his parliamentary assistant Vladimir Afonin in 2011 carried out a series of fictitious transactions with the same apartment to get a subsidy under the state program. By law, civil servants have the right to purchase of housing subsidies provided that each family member can not get more than 15 square meters. Ivanov, however, could not take advantage of this right, since at that time the Deputy with his wife and two children lived in an apartment with an area of over 72 square meters. That is, for each member of the family, came out more than 18 squares. Then Ivanov and his wife sold their apartment to the assistant of the Deputy Vladimir Afonin and registrated in an apartment of Ivanov’s parents area of 42 square meters. In the new circumstances, the parliamentarian's family has been able to qualify for a subsidy from the state. Documents for a grant had been sent to the Commission on Housing of the Legislative Assembly in June 2011, and in July Ivanov received 2.646 million rubles for the purchase of the apartment. After this manipulation, Maxim Ivanov bought from his assistant previously sold to him apartment and reported to Parliament on the purchase of apartments on the given subsidy. According to the applicant, this operation can be qualified for the crime under part 4 of Art. 159 of the Criminal Code (Swindling on an especially large scale).
However, according to Maxim Ivanov, the compromising material was prepared by the ex-Head of the Governor’s Administration Sergey Perestoronin and the Head the Rosreestr Department Mikhail Zatsepin to the order of the Deputy from Asbestovsky constituency, the candidate of the Spravedlivaya Rossiya Party Vladimir Filippov. Ivanov believed that these officials have provided closed information to Filippov. He wrote a complaint to the Prosecutor and the FSB, reported Ura.ru.
In a letter the MP said that Zatsepin disclosed the information in the interest of his son, who is married to the daughter of Filippov. Therefore, he is interested in his blackening, said Ivanov.
Mikhail Zatsepin, in turn, was surprised by the charges, made against him, although, he confirmed that he had relations with the Filippov family. The Head of Rosreestr Department denied all accusations, claiming that it is impossible to hide unauthorized excerpt from the database.
- This is a computer system, in which each step is monitored, - assured Zatsepin. He said that Ivanov's statement will be on his own conscience.
The Edinaya Rossiya member continues to insist that extracts from the Rosreestr’s base could not be got from outside.
- Law enforcement authorities should exactly find out, who violated the law and who will be responsible for it, - concluded the Deputy in his comment to Ura.ru. At the same time, he did not refute a criminal scheme.
Federal Press reported that law enforcement agencies initiated an examination. Note that Maxim Ivanov, at the same time, is running for the State Duma and the Legislative Assembly of Sverdlovsk region from the party Edinaya Rossiya.
Maxim Anatolyevich Ivanov was born on November 24, 1967 in Sverdlovsk. He was educated at the Novosibirsk Higher Military-Political All-Arms School and in the Urals State University named after Gorky (Bachelor of Philosophy). From 1993 to 1995 he worked in the federal tax police. From 1996 to 1998 he served in the Police Department for Combating Economic Crimes in the Sverdlovsk region. In 1998 he headed the Audit Office of the Serov Metallurgical Plant, and later became the Deputy Director of the Sredneuralsky Metallurgical Plant. In 2004 he was appointed as an Assistant of the Deputy of the State Duma Barinov. In 2010 he became a Deputy of the Regional Duma of the Legislative Assembly of the Sverdlovsk region. In December 2011 he was elected to the Legislative Assembly of the Sverdlovsk region.
