Contractor convicted of embezzlement at Vostochny arrested for fraud in construction of plant for C-400 elements production

In Nizhny Novgorod, the police, based on the materials of the FSB, opened a criminal case on fraud on a large scale (part 4 of article 159 of the Criminal Code of the Russian Federation) during the construction of the plant of the 70th anniversary of the Victory of the Almaz-Antey concern. The defendant in the case is Sergey Degtyarev, the owner of OOO VIP-Stroiinzhiniring, Kommersant reports citing sources.
The court arrested the businessman for two months. It is noteworthy that Degtyarev was released only in April of this year. He was serving a sentence for embezzlement during the construction of the Vostochny cosmodrome. So, in 2015, the entrepreneur received eight years in a strict regime colony for embezzling 1.3 bln rubles ($20.6mln). He and three subordinates were convicted of especially large-scale fraud and legalization of criminal proceeds (part 4 of article 174.1 of the Criminal Code of the Russian Federation). The court also decided to collect fines of 1 million rubles ($16,000) from the defendants.
In 2018, the defense of Degtyarev and his accomplices achieved a review of the case in the Moscow City Court and the actions of businessmen were qualified as fraud committed in the field of entrepreneurship. The terms for all convicts were reduced by almost half the time. As a result, the daughter of entrepreneur Yevgeny Degtyarev, sentenced to four and a half years, was released in the courtroom. Two of his colleagues, Alexander Bazankov and Murat Matuev, who received six and five and a half years in prison, were released a month and a half later. In April 2019, Sergei Degtyarev himself was freed.
Back in October 2013, OOO VIP-Stroyengineering, which he owns, won the tender from federal state unitary enterprise GUSST No. 1 at Spetsstroy of Russia (Spetsstroy of Russia - Federal Agency for Special Construction of the Ministry of Defense of the Russian Federation, was liquidated in September 2017). According to the contract, the company was to carry out a set of construction and installation work at the Nizhny Novgorod Machine-Building Plant (NMZ). The contract amount was 2 billion rubles ($32mln).
In 2015, the company signed an additional agreement with the company for another 545.9 million rubles ($8.7mln), but as a result, the contract was not fully implemented, the newspaper notes. Nevertheless, in 2016, the plant producing, in particular, the elements of the S-400 anti-aircraft missile systems and the Nebo-M and Niobium radar systems was opened.
According to the investigation, the damage from the new scam of Degtyarev amounted to more than 250 million rubles ($4mln). The management of the Main Directorate of MIA in the Nizhny Novgorod region does not give any comment.
