Executives of the CBR believe that the responsibility for the hole should be borne by those persons, who made them. The country needs a law on strengthening the criteria of goodwill, in the framework of which the regulator could apply such a measure of a lifetime ban from working in banks and other financial institutions to guilty managers.

Currently, to the black list of the Central Bank it is included more than five and a half thousand bankers, told on the forum of the Association of Regional Banks of Russia in Sochi the Deputy Chairman of the Bank of Russia.

Sukhov noted that according to the statement of the Central Bank with the participation of the Deposit Insurance Agency (DIA) 10 criminal cases have been opened only this year (at all - over 80).

The Central Bank announced the intention to expand the ban list with bankers in February, when in the database there were only 5000 top managers responsible for the crisis of their banks. In addition, there was an intention to increase the duration of their stay in the black list from 5 to 10 years.

In order to prevent the use of small banks to launder funds the Bank of Russia plans to introduce a system of proportional supervision from 2018. In this framework banks will be divided into federal and regional, to which the Central Bank will prohibit conduct cross-border operations.

In recent years, the Bank of Russia revoked the licenses of 170 credit institutions, conducted dubious transactions totaling more than 4.5 trillion rubles.
