Buryatiya district ex-head and ex-deputy detained for fraud

Andrey Samarinov is under investigation under this article for the second time already.

Employees of the Buryat FSB detained Andrey Samarinov, the former Head of Tunkinsky district, and Kim Galsanov, a former deputy of the People’s Khural, who is one of the founders of Kitoy LLC, on suspicion of fraud on an especially large scale, local media write, citing sources.

According to insiders, the investigation believes that Samarinov and Galsanov committed a crime by previous concert through their official position. In particular, they stole over 50 million rubles ($767.2 thousand) during emergency and restoration works in the village of Arshan, Tunkinsky district, after a mudflow in June 2014.

Kitoy LLC, a co-owner of which is Galsanov, received from the budget a specified amount for emergency recovery works in Konstantina Gabanova Street, which were not actually performed by this company.

The FSB of Buryatia confirmed information about the detention without specifying details.

It is noteworthy that in February of this year, the former Head of Tunkinsky district got convicted under part 4 of Art. 159 of the Criminal Code of the Russian Federation (Swindling committed by a group of persons by previous concert through the official position on an especially large scale) as well. Then Samarinov was accused of illegal privatization of municipal resorts Vyshka and Nilova Pustyn. The official managed to avoid the colony by concluding a deal with the investigation - he testified against his accomplices and received three years with the prohibition of occupying leadership positions in government and local government bodies for a period of 4 years.

In March, the administration of Tunkinsky district tried to recover 100 million rubles ($1.5 m) from the former Head. However, the culprit himself tried to sheer away from material claims. The litigation proceedings is ongoing.
