Businessman Taimuraz Bolloev decided to hone his skills as a criminal

In 2014 BTK Group, which belongs to Taimuraz Bolloev, was chosen as the sole supplier of military uniforms and accessories for the Armed Forces of the Russian Federation. The CrimeRussia has prepared a series of articles, which prove the inefficient use of budget funds, as well as the presence of the criminal schemes related to the embezzlement of budget funds performed by the BTK Groups management in general and Mr. Bolloev in particular.

On September 6, 2014, the Order of the Russian Government dated June 11, 2014 No. 1035-r «On defining the BTK Group Private Limited Company (St. Petersburg) as the sole supplier of military uniforms and accessories for the Armed Forces of the Russian Federation» came into force. The Order was to remain valid for 2 years.

This whole story revolves around Taimuraz Bolloev, the owner of the BTK Group. It should be pointed out, that Mr. Bolloev formerly served as CEO of the Baltica brewing company and CEO of the Olympstroy State Corporation, which was in charge of the construction of Olympic facilities and the development of Sochi as a mountain resort.

As reported by Forbes, Mr. Bolloev is currently focused on two business areas - the manufacture of clothing (BTK Group Joint Stock Company) and property development (BTK Development LLC and BTK Development JSC).

BTK Group has been operating since June 1996 and was registered on November, 14, 2002, in St. Petersburg. The company has two branches in the Leningrad Region. The company’s core business is the production of special clothing. Since the end of 2014, the company's CEO is Georgy Drachev, a former employee of the Russian Federal Security Service (FSB).

BTK Development LLC is the construction company registered in December 2006. The founder and sole owner of the company is Mr. Bolloev, the Director General is a certain Adam Tlekhuray.

Тлехурай Адам.jpgThere is yet another company with a similar name - BTK Development JSC, which rents its own private non-residential real estate. The president of the company is the same Mr. Tlekhuray mentioned above. The founder of the BTK Development JSC is the Petersburg Central Registration Company (PCRC) Closed Joint Stock Company (CJSC), which is also quite notable. PCRC was registered in St. Petersburg and managed to open 8 branches (in Perm, Pskov, St. Petersburg, Veliky Novgorod, Moscow, Vladimir, and Smolensk), a rather impressive feat. Since June 2014, PCRC is headed by a certain Mrs. Lazunina. But what seems truly surprising is the number of its founders – a total of 11 legal entities. The authorized capital of the PCRC CJSC amounted to 3,243,000 rubles when the company was established. Since 2009, the authorized capital has increased significantly and now accounts for more than 44 mln. rubles.

Judging by the given information, Bolloev is quite a wealthy and ambitious person. He is regularly spotted in the media reports, and not without reason.

One of such shining examples was the analysis of the effectiveness of expenditures for the money allocated from the federal budget as part of the state defense contract. The evaluation of the transparency of the BTK Group financial statements was also a hot topic for discussion.

One of the clearest cases of inefficient use of budget funds and criminal machinations performed by the BTK Group management in general and Mr. Bolloev in particular, is contracting an agreement worth more than 250 mln. rubles to manufacture 6,100 sets of the off-season military uniforms with the help of third-party contractors.

Initially, BTK Group listed the production of the said uniforms as part of its own production program. But in mid-2015, despite the fact that certain portion of the product had already been manufactured and kept in stock, the company's management suddenly decided to entrust the production of the majority of uniforms to the outsource specialists, namely Ideal-Tex LLC and Mayak-service LLC.

Those third-party contractors supplied the product directly to a Russian Defense Ministry base in Rostov-on-Don, which means that nobody among the BTK group staff actually saw the manufactured goods. According to the documentation, the products were purchased from third parties for a price much cheaper than its real cost. So, what are the odds that Ideal-Tex and Mayak-service were so altruistic that they chose to operate at a deficit? Moreover, the due date for obligations under the agreement is also questionable, because the contracts had been concluded in such a way that it was not feasible for the company to produce the required amount of product on time.

Based on the abovementioned information, we can draw two conclusions: either the product was simply stolen from the previously delivered batched and supplied again, or the said delivery did not exist in the first place (or was not provided in its entirety), while the head of the Defense Ministry base signed the documents as if it did.

The primary responsibility for this fraud lies with the actual owner of the company, Mr. Bolloev, and of course with the management - the director general Drachev and his deputy Podobedov. All these fictitious contracts could not have been signed without their knowledge.

With a documentary base that substantiates the criminal nature of Mr. Bolloev’s activities, the CrimeRussia has prepared a series of articles which prove the inefficient use of budget funds, as well as the presence of the criminal schemes related to the embezzlement of budget funds performed by the BTK Groups management in general and Mr. Bolloev in particular. The CrimeRussia has directed relevant inquiries to the Russian Investigative Committee and the General Prosecutor’s Office, asking to conduct checks in regards to these companies and Mr. Bolloev personally.
