Siloviki detain brother of Kursk crime lord Volobuy
Nikolay Volobuev is suspected of fraud in the housing and utilities sector. It is possible that the brother of the arrested crime lord could have been involved in a robbery.
Kursk law enforcers have detained businessman Nikolay Volobuev, the brother of crime lord Dmitry Volobuev aka Volobuy.
According to the regional information agency Sekunda.media, Nikolay Volobuev’s partner Dmitry Kharlamov has been detained along with him. The entrepreneurs are suspected of fraud in the housing and utilities sector. Official bodies have not yet commented on this information.
As reported by the local media, the Volobuev brothers used to control the sphere of housing and communal services in the Kursk region "with the tacit consent of the officials." For example, according to the Kontur.Fokus, a total of 30 companies are registered in the brothers’ name. In particular, they established StroyTrest LLC, specializing in the real estate management, construction finishing works, etc.; the Volobuev family is also the founder of two managing companies – Sozidanie and Svoy Dom. As for Dmitry Kharlamov, his name, along with Dmitry and Nikolay Volobuev, is listed in the founders of Video-Sfera company, which deals with the repair of communication equipment. According to Sekunda.media, since 2013, this company has carried out video surveillance on the streets of the city.
It is possible that Nikolay Volobuev, who was detained the day before, may be involved in the attack on Acting Head of the Capital Repair Fund Ruslan Shevchenko at the end of June this year. June 23, Shevchenko was attacked by unknown people outside of his apartment, where he was brutally beaten. The victim was forced to seek medical help. The attack on Ruslan Shevchenko has been attributed to the fact that he had refused to cooperate with the Volobuev brothers. In particular, the acting head of the Capital Repair Fund had canceled the results of several auctions and bids held by former Head of the fund Viktor Bobryshev.
To recall, Dmitry Volobuev aka Volobuy has been in a pre-trial detention center since March 2017. Law enforcers charge the crime lord with several articles of the Russian Criminal Code. Volobuev is accused of two contract murders, arson of a motor vehicle, extortion, and attempted swindling. It is noteworthy that the investigation believes that Volobuy committed one of the crimes together with Vice-Mayor of Kursk, former head of the Central Internal Affairs Directorate Nikolay Zaytsev. The crime lord and the official have ‘grabbed’ 20 garage boxes worth 8 million 200 thousand rubles ($136 thousand) belonging to a businessman.
