Authoritative businessman Alimzhan Tokhtakhunov, known as Taiwanchik, commented on the bill submitted to the State Duma by President Vladimir Putin to introduce a new article in the criminal code - Taking the highest position in the criminal hierarchy.

According to Taiwanchik, the concept of the ‘criminal authority’ does not exist in principle; therefore, it is not expedient to punish for calling someone that way.

“If you have committed a crime, then you have to be imprisoned. And if they come to you and say that you are a criminal authority, and an article is being invented, it is wrong,” Tokhtakhunov told Moscow Says.

Moreover, Taiwanchik questioned the very existence of crime, noting that "all crime is in business." According to him, if a loud crime happens once a year, then it should be ceased immediately. But in general, "criminal times have passed," he said.

On February 14, Vladimir Putin submitted a draft law on a new article of the Criminal Code of the Russian Federation to the State Duma. The Head of State proposes to imprison thieves in law for a term of 8 to 15 years. Also, the defendant will be obliged to pay a fine of up to five million rubles, or in the number of wages or other income for a period of up to five years.

Also, criminal liability is foreseen for a period of 12 to 20 years for participating in illegal gatherings. The document also suggests toughening of punishment of other parts of Article 210 of the Criminal Code Organization of a Criminal Community (criminal organization) or Participation in it.”
