Earlier this week, the Lefortovo Court of Moscow placed a few senior officials in custody. They were the first Deputy Head of the Main Investigation Department of the Russian Investigative Committee in Moscow Denis Nikandronov, the Head of the Department for Physical Protection of the Investigative Committee Mikhail Maksimenko, as well as his Deputy Alexander Lamonov. All three were in the same boat, they have become defendants in the case, which has already drawn public response.

The morning after their arrest, an anonymous source of the Legal.Report news website informed that the Head of Main Investigation Department of the Russian Investigative Committee in Moscow Alexander Drymanov suddenly retired. It seems ridiculous, but Drymanov did that on July 18, just before the arrest of Nikandrov, Maksimenko and his deputy. The life is full of coincidences, is it not?

Bowing down before the power of coincidence, we should still note that such major scandals are not very often in Russia; the likes of when high-ranking officials stand accused of corrupt ties to the criminal gang of one of the most influential crowned thieves. Everything fell into place after the detention of Nikandrov, Maksimenko and his deputy. Now we understand what the secret of Zakhar Kalashov’s influence and immunity really was. Surprising outcome

So, the Russian Federal Security Service (the FSB) conducted a major anti-corruption special operation in the Russian Investigative Committee. According to a source of The CrimeRussia, the key element in this criminal case was to be the decision of the Lefortovo Court about the preventive measure for the duration of the investigation against the Head of Security Service of the Main Investigation Department of the Russian Investigative Committee in Moscow Mikhail Maksimenko. He began his career as a personal bodyguard of the Head of the Committee, then he headed the Physical Protection Department. At the time of arrest he served as the Head of the Main Directorate for Inter-departmental Cooperation and Internal Affairs of the Russian Investigative Committee. As the source reported, Maksimenko is the main character in this story, the right hand of Alexander Bastrykin, the man on whom he relied and who had built a full-scale corrupt system in the committee.

Now it is difficult to determine someone, who was the first to engage - Maksimenko and his followers or Shakro Molodoy. What is more important, is that the market law worked and a seller found a buyer.


In terms of feeding those who protect him, Shakro was not a newbie, but this advantage allowed him to reign supreme on top of the criminal world. Previously, the CrimeRussia reported that in a relatively short time, the crowned thief managed to create a powerful collection structure, which consisted of 150 trained soldiers. By the way, those, who died in a fire fight on Rochdelskaya Street, were people from that group. It is worth mentioning that after his return from Spain, Shakro Molodoy organizied a real cleansing in the world of the thieves, thus making a lot of enemies. It is possible that Skakro’s imprisonment saved him his life.

The codebound criminal felt at ease in Moscow, practically making an office from the Golden Palace hotel complex, where he regularly received large amounts of cash, as the source implies. Shakro Molodoy oversaw not only the thieves’ community, but a whole network of illegal casinos, gaming clubs and betting shops. By the way, in the future Shakro may well face a whole bunch of charges, including not only banditry and creation of an organized crime group, but also connections with illegal cash-out sites. Shakro actively invested in retail and commercial properties, and even purchased a few large shopping malls, which were controlled by his henchman named Otar.

Apparently, Shakro had more than enough money. According to investigators, Denis Nikandrov received 1 million USD for closing the criminal case against the kingpin. Some sources implied that this was just one part of a bribe, and its total amount was 5 million USD. The tentacles of Skakro’s criminal structure managed to penetrate not only the Investigative Committee, but the Ministry of Internal Affairs as well.

Security officer had been developing the perpetrators for six months. And when they had finally collected sufficient evidence against them, which could serve as the basis for a criminal case, they presented it to Alexander Bastrykin. According to the Russian Code of Criminal Procedure, only the Head of the Investigative Committee and his deputies may initiate criminal proceedings against heads of regional Investigative Agencies and equal-status officers. After reviewing the documents, Alexander Bastrykin signed a decree to initiate a criminal case against his subordinates, qualifying their actions as Taking a Bribe on a considerable scale (Part 6 of Art. 290 of the Russian Criminal Code). The source of the CrimeRussia is convinced that the head of the committee had not known in advance that his subordinates had been developed and their detention was a real surprise for him.

After that, Bastrykin was to transfer the investigation into one of the departments of the institution, and at the same time, in accordance with the requirements of the Code of Criminal Procedure, sent a copy to the Prosecutor General’s Office. Sources of Kommersant report that Deputy Prosecutor General Viktor Grin recognized the decision as justified. However, determining the jurisdiction of the case, considered that for the sake of objectivity it should not be the Investigative Committee itself that deals with this case, but an independent law enforcement body - the Investigation Department of the FSB. Meanwhile, the source of the CrimeRussia suggested that the Grin had acted at the request of the FSB, which realized that the matter should not be left in the hands of the committee.

Corruption chain

This whole situation was not about a single incident, it was a well-structured system of corruption. During the development, security officers got hold of Shakro Molodoy’s shadow accounting, in which the corruption was almost the chief expenditure item. The investigators are yet to establish all of Shakro’s fosterlings. The fact that the FSB would go to the end it became obvious when Mikhail Maksimenko was arrested. He is a man, whose credibility and influence in the Investigative Committee were very high.

The source claimed that the FSB investigation team, which leads the case of the corruption in the top echelons of the Investigative Committee, has received green light from the country's leadership. Earlier, this was confirmed by Dmitry Peskov’s statement that the President of the Russian Federation had been informed about the detention of Maksimenko, his deputy and Nikandrov. It is logical to assume that Shakro’s detained patrons had their own protectors. The fact that Maksimenko was Bastrykin’s right hand and support is alone curious enough.

The source says that security officers have already faced opposition from high-ranking patrons of detainees, and the decision to place Maksimenko under arrest was a major victory of the investigation. The judges of the Lefortovo Court, who made the decision, were pressured in an attempt to force them to send the detained under house arrest. The fact that the corrupt officials will be isolated in Lefortovo, will allow FSB investigators to finish all the necessary activities undisturbed. Shakro Molodoy was placed in jail with the same purpose.

- Lefortovo is a special facility of the FSB, it is the only one in Russia, which can completely isolate a convict from the outside world, - the source told the CrimeRussia.

The criminal case that unfolds before our eyes surely looks promising. A series of arrests in the Investigative Committee is closing in on its Head Alexander Bastrykin. President's Press Secretary Dmitry Peskov said that "hypothetical discussions" about the career of Head of the Investigative Committee are unacceptable during the investigation. However, according to informed sources, Bastrykin’s fate now depends on the decision of Russian President Vladimir Putin. 

The official representative of the Russian Investigative Committee Vladimir Markin commented on the high-profile arrests, saying that "I’m embarassed and bitter." Markin also said that what happened to the "so-called colleagues, casts a shadow on the Investigative Committee, but the work on the self-cleaning of the institution will continue."
