Former SOBR special police fighters have written a letter to the heads of the ICR, the National Guard, the Prosecutor General's Office, the presidential administration, and the FSB with a request to check their ex-head, National Guard Lieutenant-Colonel Aleksey Kasyan.

The security forces who served in the Moscow region branch of the National Guard claim that Aleksey Kasyan participated in a shootout at the Elements restaurant on Rochdelskaya Street Moscow in 2015. That night, thief in law Shakro Molodoy’s (Zakhary Kalashov) group demanded money from the owner of the restaurant, Zhanna Kim, who called her guard. Two people died in the shootout; four were hospitalized.

The authors of the letter believe that Kasyan assisted Shakro Molodoy’s group. According to them, the lieutenant-colonel took part in the shootout and was caught on surveillance cameras. However, Kasyan managed to avoid criminal punishment, and the case against him was terminated due to lack of corpus delicti. The National Guard officer continued his service. At the same time, Shakro and his ally Andrey Kochuykov (Italyanets), who took part in the conflict, were punished.

The letter says that Kasyan is “protected” by his superiors, including Colonels Sleptsov and Dzekalo. Working in the Moscow region branch of the National Guard, Kasyan created a new group that assisted the criminal world. The lieutenant-colonel continues to liaise with Shakro Molodoy, who is serving his sentence.

After receiving the letter from former Bulat employees, the National Guard initiated a check.

It was previously reported that the ICR Main Investigations Directorate in Moscow will soon cancel the decision of the Tagansky District Investigation Department, which refused to initiate proceedings against a group of former security officials who could have assisted thief in law Zakhary Kalashov in the seizure of Crystal and Golden Palace casinos. General Aleksandr Orlov and high-ranking Regional Organized Crime Unit employee Dmitry Zabednov were said to be Shakro's “assistants.”
