Volgograd: Two officers of Federal Penitentiary Service caught on $34k-bribery
A director and his deputy requested a kickback of 15% of the contract value from the contractor who repaired a pre-trial detention center.
In the Volgograd region, officers of the FSB and UEBiPK have detained two corrupt hig-ranking civil servants.
According to the investigation, in 2015 and 2016, Upravlenie stroitelstva-34 FSIN Rossii FSUE concluded an agreement on repair work in the Leninskoe pre-trial detention center with the construction company. The contract value exceeded 14.5 million rubles ($246 thousand). At the same time, the head of the state company decided to make money off of the contractor. The director of the state enterprise and his deputy requested a kickback of 15% of the contract value from the contraction company. In exchange, they promised they would help the company conclude other contracts in the future. The contractor agreed and transferred about 2 million rubles ($33.9 thousand) to the state enterprise director in the spring of 2016.
After the corruption scheme was exposed, the high-ranking civil servants were detained. A criminal case under bribery on a large scale by an official was initiated against them. A measure of restraint is currently being elected for them. Both men completely deny their guilt. The investigation of the criminal case continues.
