Vladimir Region: Former Vice-Governor arrested on charges of embezzling over 230 mln rubles
The former Deputy Head of the Region and ex-manager of Gazprom’s subsidiary Sergey Filippov is suspected in defrauding the funds of Vladimirteplogaz along with his already convicted son Alexander.
The former Vice-Governor of the Vladimir Region and the ex-manager of Gazprom mezhregiongaz Vladimir Sergey Filippov was sent under house arrest until December 19. The ex-officer is charged with Art. 160 of the Criminal Code (Embezzlement committed by an organized group on an especially large scale).
According to the investigators of the regional MIA Directorate, in 2009, Sergey Filippov concluded a trust agreement with the heat supply organization Vladimirteplogaz (VTG), on inherently unfavorable conditions for the company. The lawyer of the former Vice-Governor Mikhail Ovchinnikov said that the agreement was concluded with the participation of his client's son – now a convict Alexander Filippov. Thus, from 2009 to 2014, in favor of the management company headed by the son of the accused, more than 230 million rubles were illegally transferred.
Filippov’s arrest was preceded by searches. On October 25 at 7.25 in the morning, his private house was raided by investigators and detectives with the reinforcement of riot police; the security forces officers seized documents of interest.

It is to be noted that the "clan of the Filippovs" is famous in the region for its criminal cases and the amounts that appear in them. Thus, the aforementioned son of the ex-official, Alexander Filippov, who headed the LLC called HK MRG-Invest, in June this year, was sentenced to 4 years in prison for Misappropriation (part 4, Art. 160 of the Criminal Code) money from the sale of the boiler house, which belonged to Vladimirteplogaz. The investigation estimated the damage caused to the company VTG at 81 million rubles. Nevertheless, the businessman Filippov did not admit his guilt, and the lawyers intend to appeal the verdict in the higher courts.

In addition, another son of Sergey Filippov, 30-year-old Alexey, was placed on the wanted list in September this year. According to the investigators, the Deputy CEO for the implementation of Vladimirenergosbyt PJSC Alexey Filippov, together with an employee of the company E.I. Satarova, overstated the cost of electricity for consumers by introducing false mathematical calculations. Thus, Filippov and Satarov caused damage to more than 8 thousand consumers of electricity in the region: the size of the damage amounted to more than 20 million rubles.
FSB officers detained Leyla Mammedzade along with Ziyavudin and Magomed Magomedov on March 30 this year. After questioning her for two days, they released her. In April, Mammedzade stepped down from her post. At the moment, she is not a defendant in the case of Summa Group owners.
