Vice-Prime Minister Shuvalov accused Service for State Registration of corruption

Deputy Prime Minister Igor Shuvalov criticizes the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) for its work. During his address to the board of the department, he said that Rosreestr system is the most unfavorable environment for interaction of officials with those who register transactions. "You know what I'm talking about," Shuvalov hints, but immediately adds that there are improvements. Newsru.com quotes his words.
In the past, according to Shuvalov, there were problems with returning of documents, non-registration of transactions, as well as cases of raider seizure. And if "some focuses" are preserved, law enforcement agencies will solve them, the Vice-Prime Minister assures.
According to him, the current task of the department is to review the cadastral valuation. The fact is that the current legislation does not take into account the existence of different situations in the real estate market, when the market price may be lower than the cadastral, and the cadastral value should correspond to the market one, Shuvalov explains.
The official notes that artificial intelligence could help assessing valuation. As a result, a taxpayer will not pay a tax at a cadastral value that is higher than the market.
At the same time, experts note that the revision of the cadastral valuation may face a number of difficulties: firstly, it is difficult to do it in a short time; secondly, according to the experts, courts never agree with owners if the cadastral valuation is overstated by 20-30% compared with the market one.
Recall, Vladimir Putin mentioned the fair calculation of property tax during an address to the Federal Assembly. He expressed bewilderment at the fact that the cadastral value, which seems to correspond to the market value, often significantly exceeds it.
Recall that Shuvalov has repeatedly become the ‘hero’ of FBK's investigations into real estate, designed for front people. Currently, Transparency International calls to check his property in London, and recently reveals that the official forbade owners of apartments in the near residential complex, which was built in such a way that all the windows opened out upon on the other side, looking at his estate near Moscow.
At a recent meeting with students of Arkhangelsk universities, Shuvalov, answering the question, says that he is a rich man; he has never been ashamed of this and has no undeclared property.
