Third in last six months: Perm Minister detained on corruption case
The regional Minister of Transport Almaz Zakiev is suspected of lobbying the interests of traders at the auction.
With regard to the Minister of Transport of the Perm Region Almaz Zakiev the criminal case on suspicion of Abuse of Official Powers (part 2, Art. 285 of the Criminal Code) was opened. Yesterday FSB officers detained Zakiev in the building of the region's Legislative Assembly, where he spoke at a meeting of the Committee. Officers caught the Minister in the corridor and sent for questioning to the FSB. In addition, in the morning the official home and his office were searched and the seizure of documents was conducted.
According to investigators, the official lobbied the interests of certain commercial company, which he helped to win the auction for the construction of the road - bypass the Chusovoy city. The amount of a rollback the Minister does not disclosed to the investigators. It is known that the Government planned to invest 2.4 billion rubles for the construction of the road.
It should be noted that in April of this year the FAS accused companies LLC Mostostroy-12 and Urengoydorstroy of conspiring and found them guilty of violating the law on protection of competition. At the auction for the construction of the bypass Chusovoy Mostostroy-12 offered a price equal to the minimum allowable value of the auction step, namely 1 934 765 480. 4 rubles, and Urengoydorstroy lowered the price by 1 kopiyka in extra time. As a result, the winner of the auction became Mostostroy-12. In October of this year, the FAS fined Mostostroy-12 by 11.7 million rubles, while its head – at 20 thousand rubles. According to the newspaper Mestnoe Vremya, Zakiev lobbied the interests of Mostostroy-12.
According Ura.ru, a native of the Sverdlovsk Region Almaz Zakiev is close to the Deputy Prime Minister of the Perm Region Government Oleg Demchenko. The latter is considered as the close ally of the Governor Viktor Basargin.
Almaz Zakiev is the third Perm Minister, who turned out to be under investigation for the past six months. In early October, the Sports Minister Pavel Lyakh was detained on suspicion of embezzling 13 million rubles for the reconstruction of the stadium Dynamo. Now he is removed from office and placed under house arrest. In June the Communications Minister Yevgeny Baluev was detained. He is suspected of embezzling 31 million rubles allocated for the development of multifunctional centers (MFC). Note that Baluev is already retired and kept in jail.
Almaz Zakiev was born on May 2, 1967 in the Sverdlovsk region. In 1990 he graduated from the Moscow Higher Technical School named after Bauman. After the graduation he worked as the head of section, the chief engineer, the General Director of a road building company in Moscow. In August 2001 he took up the post of the FSE Highway Administration of the Tyumen region Head. In November 2014 he was appointed the Acting Minister of Transport of the Perm region. In February 2015 he assumed the position of the Minister of Transport of the Perm Region.
A St. Petersburg company Renessans-Restavratsiya JSC, involved in a criminal case under Art. 169 (Swindling) of the Russian Criminal Code, has been selected to receive the contract.
