Russian Minister of Internal Affairs Vladimir Kolokoltsev has approved the dismissal of two police officers “for gross violation of official discipline,” which consisted of checking the so-called department of Nadezhda Grishaeva, the wife of nationalist Liberal Democrats leader Vladimir Zhirinovsky's son, Igor Lebedev, using information systems. It turned out that undeclared property and business of the vice speaker of the State Duma was registered in her name. However, Lebedev’s property is registered not only in his spouse’s name, but also in that of his mother Galina Lebedeva, as well as his close friends. The CrimeRussia found out the ex-basketball player Nadezhda Grishaeva's current affairs, how rich the 70-year-old Galina Lebedeva is, and what her son, 47-year-old parliamentarian Igor Lebedev, is hiding.

Illegal access to Grishaeva

So, two police officers were fired on the recommendation of Head of the General Administration of Internal Security of the Ministry of Internal Affairs, Lieutenant General Alexander Makarov.

The reason for the dismissal of the police officers was that they found the wife and undeclared property of Vladimir Zhirinovsky's son, Igor Lebedev, who, as a parliamentarian, decided not to advertise his multi-million dollar declarations, but re-register part of the property that he “worked so hard to achieve” in the name of ex-basketball player Nadezhda Grishaeva, his secret wife.

According to available information, employees of the General Administration of Internal Security registered three cases of Grishaeva's appearance in search queries after a journalistic investigation was circulated in the media this February mentioning her in connection with the Zhirinovsky-Lebedev family.

Then, several employees of the Ministry of Internal Affairs from different departments at once were suspected of “unreasonable access to information resources.” For example, the deputy head of one of the MIA departments was checked by the Internal Security Department (some sources say it was Colonel Nikolay Tsurkan). In particular, on February 25, a request for Nadezhda Grishaeva was recorded from his account in the Pathfinder-M system, after which he explained to special police officers that he had information that “government officials withdrew money from Russia through the Destini company, whose alleged head was Nadezhda Grishaeva.” As well as that “the information about the illegal activities of Grishaeva was not confirmed.”

Whereas the Internal Security Department officers did not reveal actions that went beyond the scope of their official powers in relation to the mentioned colonel, they had some serious questions to ask other two police officers. 

On February 25, there was a search query about Nadezhda Grishaeva in the MIA system. It was sent via the account of Boris Zheleznyak, major for the operational duty police department in the Rostokino district (it is possible that the name has been changed). In turn, he explained to secret agents that he was not the one sending requests regarding Grishaeva, and one of his colleagues could use his account. Allegedly, “criminal investigation officers and police officers repeatedly entered the room where the computer is installed, for the purpose of various checks on information records.” However, secret agents saw violation of the Law “On Personal Data” in the major’s actions, because he did not provide measures to protect information from “unlawful access and dissemination.”

The third search query about Nadezhda Grishaeva was sent on March 27 through the GIBDD-M system. Someone tried to check whether there were any cars registered in her name. Employee of one of the traffic police registration divisions, Major Sergey Znatkov (name may be changed) fell under suspicion, since the request was made from his account. He could not say anything specific to the General Administration of Internal Security employees.

According to the check results, Head of the General Administration of Internal Security General Alexander Makarov recommended the dismissal of the aforementioned majors “for gross violation of official discipline.” The results of the check and recommendations were directly approved by Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltsev.

The same year, Grishaeva had a daughter, and in 2018, she had a son. Neither the spouse nor her income are mentioned in Lebedev’s 2017 declaration.

But far from all Lebedev’s property is located in Russia. The vice speaker and his relatives have chosen Spain, where their business is flourishing. To recall, in April 2018, in response to U.S. sanctions, Russian tour operators proposed blocking one of the most popular online hotel booking services,, in the Russian Federation. Then Igor Lebedev immediately stood up to protect the service, calling the initiators of the blocking “Whackadoodles.” 

“Why doesn’t anyone propose blocking Boeing in Russia? Probably because even the most Whackadoodle tour operators and officials understand that in this case, the air transportation market in the country will disappear! Banning, which prevents hotels from raising prices due to its coverage, is as bad,” the MP said.  
  What does Deputy Lebedev have to do with a foreign hotel aggregator, one might think? It is simple. The State Duma’s vice-speaker had to defend his family business, which depended on the mentioned resource, namely hotel business in Spain.

Igor Lebedev's personal Spanish assets – Hotels Europe Daniella Invest and Hotels Europe Marcello Invest, as well as Hotel Azul in Barcelona and Azuline Hotel in Ibiza – are registered in the name of his wife, Nadezhda Grishaeva.

By the way, back in 2014, a 2-story 442 m² penthouse worth about 87 million rubles ($1.35 million) in Dubai was found among Igor Lebedev’s property, the acquisition of which was completed in 2012, when he made the last of six payments. He did not declare this apartment, nor did he comment on its availability. However, Lebedev disowned involvement in all of the above, calling the list of property made public “complete nonsense.” There was no reaction of the State Duma either, despite the fact that Igor Lebedev violated several points of the law “On the status of a member of the Federation Council and the status of a deputy of the State Duma of the Federal Assembly of the Russian Federation.”

Some sources say a certain part of the family’s property also belongs to the nephews of Vladimir Zhirinovsky, Pavel Zhirinovsky and Alexander Balberov, as well as the elder sister of the LDPR leader.

In addition, there is information that with the help of Daniil Bondar’, who is responsible for placing LDPR advertising materials, the Zhirinovsky-Lebedev family managed to cash out more than 830 million rubles ($12.9 million) from the party budget over the past 5 years, which is more than 90% of payments from the budget state. For example, it is known that one of the oldest parliamentary parties received 3.5 billion rubles ($54.5 million) of budget financing in the period 2013-2017.
