Real estate of luxury class has become a distinguishing feature of the defense sector officials. So, the Head of Defense Industry Dmitriy Rogozin is no exception. What does a luxury apartment on Starovolynskaya Street hide and how many rooms does one need to maintain patriotism?

Large apartments in the elite districts of Moscow has become a "good tradition" of the officials of the defense sector. Everyone still remembers Evgenia Vasilyeva’s 13-room apartment. and recently the information about a Dmitry Rogozin's cozy apartment on Starovolynskaya Street appeared. Although Rogozin’s apartment is not a as huge as 13-room flat, but the story of his "modest" house seem to be stolen from the pages of Mikhail Bulgakov’s novels.

The “not good” apartment

Two years ago, unexplained incidents started to happen in the apartment: people began to disappear from the flat without a trace.

So, at the end of March 2016, the international nonprofit organization on combating with corruption Transparency International has found a mysterious Moscow apartment on Starovolynskaya Street, whose owners strangely disappeared from the Unified State Register of real estate and transactions with it. Since the Unified State Register is the only way to reliably establish ownership, we can surely say that there is no formal owner of the apartment.

Probable owners of the mysterious 10-room apartment have been found out, thanks to the apartment’s peculiarity - it's metric area. Three are only 3 apartments of 346 sq.m. in whole Moscow. Without exaggeration, only dry information received from the Unified State Register.

   Two of them belong to individuals, who are not of interest for anti-corruption investigations. As for the third apartment, 5 unidentified by the Register citezens are living there. Exactly the same apartment with exactly the same metric area was found out in Dmitriy Rogozin’s declaration of income. The unique apartment appeared in his declaration for 2013 for the first time. The declaration implies that Dmitry Olegovich and his wife own the apartment in equal shares.

However, there were 5 missing owners of the “not good” apartment. It didn’t take much time to find the 2 remaining. All of them are the closest relatives of Dmitry Olegovich. It worth looking at the income declaration for the same 2013 Rogozin, who followed the footsteps of his father and in 2011 became a deputy of Moscow City Duma. Once again, we have found out an apartment of 346 sq.m. in his declaration. The owners of the apartment are Rogozin Jr., his underage children Maria and Fedor. Each of them own ⅓ of the the apartment.

And this is not the end of the mysterious story. The Transparency International have analyzed the value of the apartment, which is higher than the income of Rogozin noble family. The apartment belongs to the Blizhnaya Dacha residential complex. The very location of the complex says a lot about prices for apartments there. Starovolinskaya Street starts from Kutuzovsky Prospect and goes through Stalin's Kuntsevo village. Proximity to Poklonnaya Hill and the Kremlin also have influence on the image of the elite residential complex. The project developer of the CJSC Promindustriia AG claims that the complex has no analogues in Russia. The Blizhnaya Dacha, as a typical luxury-segment, has its own infrastructure: pool, fitness center, bar, dry cleaning service and a mini-market and an unprecedented level of safety, which was the main goal of the developer. There are access control system, access control system, a direct connection of apartments with security service. In other words, this is not just a house, but a real fortress.

Let’s study the prospective Rogozin’s apartment in such a guarded complex. As we have already mentioned, the apartment is unique in its area. There is only one apartment of this kind in the residential complex’s website. According to the developer its metric area is 347.12 sq.m. The apartment includes a living room, three bedrooms, a cabinet, a dining room and a kitchen. Also there are four bathrooms, two of which are combined with private bathrooms.

This story is just like with professor Preobrazhenskiy, who did not have an eighth room for a library. As Rogozin said in his interview with the Echo of Moscow, his wife dreamed of a music studio, which would perfectly locate in a new apartment. In the same interview, Rogozin said that he received an apartment in exchange for his previous flat with an additional charge of 2 million rubles only. Looking ahead, note that the Transparency International estimated the cost of the apartment at 500 million rubles. We will return to the story of Dmitry Olegovich’s purchase of spacious home, and tell about the exchange, which is no less mysterious than the apartment itself.

The closest people only

It must be said that this apartment acquired even if not bad, but strange reputation.

Bulgakov "The Master and Margarita”

As the Vedomosti reported, there were two owners of the apartment in the Blizhnaya Dacha complex before Dmitry Rogozin. By a strange coincidence, Rogozin had very close connections with at least one of them. The first owners of the property from 2008 to 2013 were structures, controlled by Deputy of the State Duma Alexander Babakov and his business partner Yevgeny Giner. Formally, the apartment belonged to the Minimal Technology Limited company (UK). It should be noted that Alexander Babakov is believed to be one of the key sponsors of Rodina party, headed by Rogozin at that time (2003).

In 2009, Pavel Cherenkov became the Director of the Minimal Technology Limited company. He is connected with Rogozin’s family through a number of business projects, which Cherenkov managed with Alexei Dmitrievich Rogozin. Among these projects there are the Pure Technology company, the Patriot online agency, a main client of which is the Rodina party, as well as the non-profit organization BIT. Dare to suggest that Cherenkov’s relationship with Rogozin’s family is still close. Thus, in 2011, Cherenkov became a member of the Federation of practical shooting, led by Rogozin Jr. In 2013, Cherenkov left his post of the Director of the Federal Fiscal Enterprise Aleksin chemical factory. The previous Director of the factory was Alexey Rogozin.

In the same 2013, the new owner of the apartment in the Blizhnaya Dacha residential complex became Livi Hanuhovich Isaev. He is notable only for heading a number of companies belonging to Goda Nisanov and Zarah Iliev. Those two are no less than the Oboronservis case defendants. In particular, they were suspected of acquiring undervalued facilities such as the Souz hotel and the Reception House of the Ministry of Defense. Later all charges against them were dropped. It was Isaev (according to his admission),  who exchanged the apartment on Starovolynskaya street to Dmitry Rogozin.

And the only thing we can do is to be glad for the noble family of Rogozin, but the stubborn math does not allow. The figures in stories and Dmitry Rogozin’s declarations do not converge with prices on similar apartments. To calculate the approximate cost of Rogosin’s flat, one can just study sale offers on any real estate website. We have found two offers of apartments located in the Blizhnaya Dacha residential complex. The first offer is a six-room apartment of 335 sq.m area for sale worth more than 487 million rubles. The second one we have found on Tsian website: apartment in shell condition in the same complex of ​​336 sq.m. area, the cost is 396 million rubles. Thus, the market cost of one square meter in the Blizhnaya Dacha is over 1 million rubles. According to it, the cost of the considered apartment of 346 sq.m. is over 500 million rubles for sure.

Now we will try to verify the exchange version. According to Dmitry Rogozin, he exchanged his previous apartment on the Bolshoy Tishinskiy Lane with metric area of 225 sq.m. for the apartment in the Blizhnaya Dacha complex. Dmitry Olegovich claims that the apartment on the Bolshoy Tishinskiy Lane was a service flat, but given on a different legal basis. Enterprising Rogozin used his right on privatization, and then found an option to pay only 2 million rubles for the apartment.

With all the plausibility of Dmitry Olegovich statements, they crumble into dust upon closer inspection. First, Rogozin’s statement that the apartment in the Bolshoy Tishinskiy Lane worth 29 million rubles, and in the Blizhnaya Dacha - 31 million rubles, is doubtful.

Let’s turn out attention to the Bolshoy Tishinskiy Lane. On the Tsian website we have found an apartment in the same house, where Rogozin lived before. As you can see, the minimum market cost of square meter in the House on Tishinka is 24 thousand dollars. But we will make advance to our hero, and will make our calculations using the upper price threshold of 24,4 thousand dollars. Former Rogozin’s apartment worth slightly more than 356 800 000 rubles. Thus, he would have had to pay for his spacious apartment no less than 147 million rubles.

Let’s have a look at Dmitry Rogozin’s income. Thus, according to the income declaration for 2013 (the year of purchase of Rogozin apartment) Dmitry Olegovich and his wife had joint income of a little more than 13 million rubles. Also Rogozin owned two land plots with a total area of ​​15 hectares. Studying the data of 2012, new questions to Rogozin appear. Then the Rogozins declared income of about 6.7 million rubles and the mentioned land. There were no any other immovable property owned by Rogozin. Even if we assume that the family have been saving every ruble to buy their own apartment, they would have to wait more than 20 years to buy it. In a final attempt to justify Dmitry Olegovich, take a look at the income of his son Alexei. Perhaps the family gathered their efforts to buy the apartment? But again the stubborn numbers do not converge. Total income of Rogozin, Jr. and his wife during the period of 2011-2012 slightly exceeded 7.3 million rubles. Earlier period of income was not declared.

Only intervention of supernatural forces can explain multimillion property of patriot Rogozin. For skeptics and materialists it is obvious that the real income of the Deputy Chairman of the Russian government in more than 10 times higher than claimed in the declaration. Or Rogozin is actively using administrative source for personal gain. Both versions badly fit with a law-abiding official. By the way, soon after the scandal erupted in the media, it was reported that the Rogozins had moved to a rent apartment. With Dmitry Olegovich’s propensity for hoaxes, whether he choose the Patriarch Ponds for a place of living this time?
