The case of former head of the Administration of the Ministry of Internal Affairs of the Ivanovo Region
The criminal prosection the former head of the Administration of the Ministry of Internal Affairs (AMIA) connects with his guarantee for general Denis Sugrobov.
The pleadings over a case of former head of the regional AMIA Aleksander Nikitin has finished. Major-general of the police and his ex-colleague, former head of the Department of Capital Construction Organization of the same Administration Aleksey Sheenkov were incriminated art. 286 para. 3 of the Criminal Case of the Russian Federation – «Abuse of office». According to Aleksander Nikitin, the criminal prosecution against him started after he gave a guarantee for ex-chief of the General Administration for Economic Security and Combatting Corruption Denis Sugrobov. At that time, Nikitin was a head of the Administration of the Ministry of Internal Affairs in Ivanovo.
However, the investigation’s statement includes only the construction a new building for AMIA in Ivanovo. Both former high-ranking officers of the regional police are suspected in organizing expansive decoration works not specified by the government contract and installation of elite furniture in the building. According to investigation, because of that there was not enough money for creation of the information protection system. Because of lack of funds all other works were suspended and now, to open the building additional resources are needed.
The prosecution claimed that the suspected caused to the government damage of 218 million rubles. However, already at the first hearings this sum contracted to 91 million rubles. The police officers’ defense, whom the prosecution demands to reduce to the ranks and send to colony for long, claimed that all works in the building were conducted exactly according to design estimate documentation and were not beyond the allocated budget.
Firstly, the former head of the AMIA has never bought any elite furniture or at least it was not paid. Experts, who estimated the damage, named the number, which had already been in the documentation. However, they could not estimate how much coasted the work that had already been done or how much this sum exceeded the one that was in the budget. The court could not succeed in it also, but during the proceeding it occurred that the expansive wall-paintings on the walls of future canteen for the building’s workers are nothing else than just a graffiti and to paint it the policemen collected money themselves.
The defense claims that at the moment the building of the regional AMIA is practically ready. All works, specified by design estimate documentation are done and the information protection system is ready. It did not require additional finances; all rooms and offices were done according to the approved plan. Due to this, the defense asks to acquit the police officers. In the nearest time the court will render the verdict.
A native of Grozny Lors Khamiev, who has served several years for preparing an attempt on Head of Chechnya Ramzan Kadyrov, has been arrested by court along with another defendant. They have already been charged with the murder of Azerbaijani Garib Orudzhev during the night of February 15.
