Sobyanin’s Deputy Marat Khusnullin is suspected of corruption in construction of residential complex
The anti-corruption International Organization Transparency International suspected in its report the Mayor's Deputy in the scandal with the construction of a residential complex.
The Russian branch of the non-governmental anti-corruption International Organization Transparency International presented a report on the construction of a residential complex near the park Dubki in the north of Moscow. For the construction of the residential complex there were cut down trees in the park and that aroused strong indignation of the townspeople. At the same time, local residents appealed to the Transparency to check the legality of building.
The human rights organization found that in 2002 the land plot was selected for a kindergarten for 25 years. In September 2010, the land plot moved to the company the resident complex On the Ivanovo, which, however, had no right to build on this plot anything other than nurseries and kindergarten.
The situation changed in September 2015, when the Mayor's Office at the request of the construction company authorized to build construction of small-caps on the land plot. Anti-corruption officers said that the change of purpose of the plot is a complicated procedure, with which the company must justify the need for the change of purpose. And the company the resident complex On the Ivanovo coped with this for two months.
Transparency found that changes were made after the inclusion in the board of founders the offshore construction company Nordnet Holdings Limited, LLC Tsentrograd and Lubov Yurievna Tsvetkova. Anti-corruption officers found that Tsvetkova is the head of the NPO Association of Moscow Investors, which is provided protection by Moskomstroyinvest and personally Khusnullin.
Also it was opened information about the director of the Constantinople - it was 23-year-old Maksat Shemmedov, who was listed as the sole founder since the company was founded in 2014.
In the period from June to November 2015 the LLC Tsentrograd became the residential complex On the Ivanovo with a share of 15%. Then the company received a number of preferences, including the postponement of payments in the amount of 400 million rubles for the lease of the territory for a period of 3 years. In addition, it was sharply increased the cadastral cost of land - from 145 to 517 million rubles. Once a month, after rising prices the Constantinople came out of the authorized capital, the size of Shemmedov’s share was about 77 million rubles. Employees of Transparency believed that a young manager is just a figurehead, through whom a fraudulent scheme was carried out.
The proof of this theory became the information that Shemmedov’s sister is the wife of Ildus Minnikhanov, the Adviser to the Deputy of Mayor Husnullin. According to NPO report, Khusnullin and Minnikhanov have been working closely in business since 2008.
Transparency noted that this case is an example of a conflict of interest in carrying out official duties. NPO staff is already preparing an appeal to the Prosecutor's Office to verify the identified facts.
