Siloviki searched government of Khanty-Mansiisk autonomous district again
This time, law enforcement agencies were interested in the activities of the Department of Housing, Utilities and Energy.
The Department of Housing, Utilities and Energy of the Khanty-Mansiysk Autonomous Okrug-Yugra (KhMAO) was searched.
Employees of the regional ICR Investigative Directorate came to visit officials of the government of Yugra on the eve, on August 17. According to Znak.com sources, the investigators were interested in contracts for the purchase and installation of water supply equipment in the settlements of the district. State servicemen were suspected of exceeding official powers in concluding these contracts. However, the names of suspects are not being reported at the moment.
The District Department of Housing confirmed the searches and seizure of documents, adding that investigators are interested in the contract regarding the installation and commissioning of water treatment plants in Pyt-Yakh. Moreover, the investigative and operational activities were commented on by the director of the department, Yegor Kovalchuk. A senior official said that the investigators had reacted to the complaints of Yugra residents, who "require careful consideration and individual proceedings."
Sources of URA.RU argue that the searches were conducted directly in the offices of Yegor Kovalchuk and his deputy Elena Shukhorova. They are related, according to the source, with the criminal case of former director of Pyt-Yaha Urban Management municipal enterprise Alexander Rabinovich, who is accused of abuse of authority. According to the ICR, Rabinovich concluded an agreement with the company on capital repairs of water treatment facilities for the amount of 90 million rubles ($1.5m), but the work was never completed. During the investigation, the official was placed in a pre-trial detention facility.
Note that in regard to Yegor Kovalchuk the Head of the region initiated an audit upon this case. But the authorities did not report on the results of the audit. Kovalchuk took vacation at the time of the audit, but then returned and continued to work.
As the CrimeRussia previously wrote, recently the siloviki frequently visited the KhMAO government. Previously, law enforcement officers conducted investigative measures in the framework of the investigation of the criminal case on corruption in the district department of economic development. At the moment, seven officials have already been charged, and their curator - Deputy Governor Pavel Sidorov - was summoned for interrogation as a witness in early August.
