Sechin was personally present when Ulyukaev received keesters with $ 2 million
Reuters has learned new details of the ex-Minister’s detention.
Head of Rosneft Igor Sechin was personally present at the meeting, during which Minister of Economic Development Alexey Ulyukaev took a bribe from representatives of the oil company.
It is noted that Sechin organized a meeting in collaboration with law enforcement agencies. This information is reported by Reuters, which two sources’ names did not named. Meanwhile, spokesman of Rosneft Mikhail Leontiev and Ulyukaev’s lawyer declined to comment on this information. The Investigative Committee also did not respond to a query about the role of Sechin in holding of a corrupt deal.
Previously, Rosbalt reported on the direct involvement of the Head of the oil company in the detention of the ex-Minister. It is assumed that Ulyukaev extorted a bribe from Rosneft for a successful Bashneft’s shares purchase deal. The official demanded money through the president of a major bank, who is in a relationship of trust with Sechin. The name of the head of the financial institution has not yet been disclosed. Ulyukaev was soon called back and the Head of state-owned company offered to visit Rosneft office. To the appointed time on November 14 the official came to its office at the Sofiyskaya Embankment. However, according to the interlocutors of Rosbalt, Sechin did not meet the Minister personally, because the Head of the company referred to employment. Then, a company's top manager (whose name was also withheld) gave the official two keesters, in which $ 2 million were. One of the keesters Ulyukaev picked up (on it his prints were discovered), the employee of Rosneft took the second one.
Note that the governmental sources of Reuters said that the role played by Sechin in detention of Ulyukaev has helped to strengthen the reputation of the Head of Rosneft in the ruling elite of Russia.
November 15, 2016, the ICR has opened a criminal case against Alexey Ulyukaev, who was charged under Bribe-Taking by a person holding public office with extortion on an especially large scale (part 6 of Art. 290 of the Criminal Code). Ulyukaev, who was fired due to loss of confidence, does not admit the guilt. The former Minister and his defense call the incident a provocation. Ulyukaev is now under house arrest.
