Rosnano refuses to fulfill Audit Chamber’s unreasonable proposal on the payment of bonuses to top managers

The government corporation Rosnano refuses to fulfill some of the Audit Chamber's requirements, which related to the accrual of bonuses to top managers. According to the Head of the government corporation Rosnano Anatoly Chubais, some of the proposals he considers “reasonable and proper". Due to some of them amendments to some regulations were adopted. Proposals, which do not take up by Rosnano, the government corporation does not intend to pursue, reported RIA Novosti.
As a reminder, in April 2016, the Audit Chamber had already stated about violations in Rosnano. The auditors' report stated, in particular, that according to the decision of the Government "moneys raised by" Rosnano by dint of state guarantee «can not be used for payment of remuneration to the executive personnel. However, the decision does not extend to the top management of the government corporation.
The holding company Rosnano earns commission for its services under the agreement. At the same time, "even with the loss-making projects” Rosnano earns a commission for results and sets it off in favor of the holding company. Thus, according to Audit Chamber, in 2 years Rosnano paidfor the services to the holding company more than 8 billion rubles. 7.9 billion rubles were top-manager bonuses.
Also in the report it stated that Rosnano invested in nanodesign 8 times smaller amount than it is stated in documents, sent to the Ministry of Finance of the Russian Federation. An essential part of the funds of the government corporation was deposited. Earned interests were paid as bonuses to top management.
