Retired police lieutenant colonel to be tried for construction at Lake Baikal
The Chinese built a hotel and restaurant in the conservation area.
Irkutsk District Court will consider the criminal case over exceeding official powers (para. 2 of Article 286 CCRF), initiated against the head of the village Listvyanka, Alexander Shamsudinov. According to prosecutors, he issued permits for construction of residential buildings in the Baikal conservation zone, which caused the Stoyanka Krestovaya cultural heritage site a 16 million rubles ($ 250.000) damage, the regional ICR’s Directorate reported.
On the main street of the village, six high-rise buildings were built illegally, and two Chinese citizens built a restaurant and a hotel under the guise of individual housing. At that, Listvyanka is located on the shores of Lake Baikal; many tourists begin to travel around the lake and the surrounding areas from it.
Shamsudinov headed Listvyanka’s administration on September 18, 2016. Prior to that, for less than a year, he was the chairman of the municipal council. In 1993-2014, he served in the Irkutsk police and resigned as a lieutenant colonel. He has state awards “For valor in the service,” and “For distinguished service 1, 2, 3 degrees.”
Vyacheslav Abroskin believes that the influence of criminal leaders extends from control over the collection of money obtained by criminal means to control in the field of energy and natural resources extraction.
