New episodes in Putin residence construction embezzlement case
Atex enterprise has previously committed violations during the construction of another residence of the President called Rus in state complex Zavidovo, having caused damage of 138 million rubles ($2.3m).
New episodes may appear in the case of embezzlement of public funds during the reconstruction of the presidential residence in Novo-Ogaryovo, within the framework of which special services conducted searches and detentions on March, 21. As Kommersant reports referring to its sources, one of them is connected with reconstruction works of another residence of Vladimir Putin.
Earlier violations were detected when Atex fulfilled other equally important state contracts. In particular, the FSO recovered from the company a penalty of 2.1 million rubles ($36 thousand) within the contract for the construction and reconstruction of another residence of the president Rus in state complex Zavidovo between 2012 and 2014. The volume of outstanding work was, as follows from the claim, over 138.6 million rubles ($2.3m).
During the construction of the FSO Academy in Orel, the company also faced financial claims. The contract was concluded for 46.5 million rubles ($802 thousand). Its terms stipulated that the object would be put into operation by the end of December in 2011. However, according to the claim of the FSO, the term was violated for 750 days, and when the Federal Security Service tried to collect a fine from the contractor in the amount of 9.6 million rubles ($165 thousand) through court, the court refused them. According to the court, the FSO did not provide evidence confirming that the contractor violated the deadline for completion of works.
Head of Atex Andrey Kaminov was detained the day before. He is suspected of stealing funds during construction works in the residence of Vladimir Putin in Novo-Ogaryovo. In addition, operatives of the FSB and FSO detained his former Deputy Stanislav Kyuner, as well as former Director of Stroykomplekt company Dmitry Torchinsky. Searches were conducted in the office of Stroykomplekt in St. Petersburg. The cause of the investigation was the investigation of funds embezzlement during the construction of facility No. 53 - Reception House in the presidential residence in Novo-Ogaryovo. The cost of the facility is 5.5 billion rubles ($94m). The damage, according to the investigation, amounted to about 200 million rubles ($3.4m).
Stroykomplekt is listed among the main contractors of the FSO. Earlier the company was engaged in the reconstruction of the press center in presidential residence Bocharov Ruchey in Sochi.
It is worth noting that after 2011 Atex was the largest contractor of the FSO in the Caucasus. The enterprise accounted for slightly more than a half of all tenders – 9.3 billion rubles ($160m). Though the enterprise major contracts were received by companies associated with Forum holding Head Dmitry Mikhalchenko, who is in Lefortovo detention center on suspicion of smuggling.
It is also known that the criminal case against the leadership of Atex was initiated by investigator for especially important cases of the Investigative Committee Sergey Novikov, who is overseeing the case of Mikhalchenko.
The prosecutors want the former Russian Federation Council member to go to prison for 14 years instead of 9 and pay a 500-million-ruble ($8.8 million) fine instead of 70 million rubles ($1.2 million).
