Perovo district Council Head arrested in payoff case
The law enforcement agencies do not disclose the story of the criminal case against Alexander Dovgopol.
Head of the Moscow Perovo district council Alexander Dovgopol has been sent to custody by the decision of capital’s Preobrazhensky court. The press service of the court informed that the official is accused under Art. 159 of the Criminal Code (Swindling), but reporters are still unaware of the story behind the case. Law enforcement officers and the suspect's lawyers do not give any official comments. It is only noted that the investigators are identifying the other participants in the crime.
Representatives of the Moscow Preobrazhensky Court clarified that Dovgopol will be incarcerated until April 13, 2017. During the hearing the suspect refused to admit his guilt in the crime incriminated to him, stating that he was slandered.
As The CrimeRussia previously reported, the Head of the Perovo Council was detained by security forces on March, 1. Sources of Lenta.ru in law enforcement agencies reported that the officer was caught in act when receiving a pay-off in the amount of 1 million rubles ($17 thousand). According to the investigation, at the end of 2016 Dovgopol concluded a government contract with the company for provision of information services. Despite the fact that actually services were not rendered, the official has signed acceptance of works certificate, and the public funds went to the company’s account. The official was promised award for this.
REN TV channel offers a different version of what happened. According to the channel, investigators invited the official for questioning on charges of embezzlement through clandestine dealings associated with VAT refunds. After the questioning the status of Dovgopol was changed to the suspect and he was detained on the spot.
Head of the regional security and anti-corruption department in Moscow Vladimir Chernikov told Rossiyskaya Gazeta that the head of Perovo council had been under control of the FSB and superiors for some time.

Alexander Dovgopol was a member of the Board of Deputies of municipal district Perovo since 2004 to 2013. In 2008 he became the Head of the municipal unit, and then – of Perovo municipal district. On June 6, 2013 he was appointed the head of the district council.
